- Concerns having the ability to furnish the services and supplies described herein are requested to give written notification, including the name and telephone number of a point of contact, to the procurement office above. The U.S. Geological Survey, Geologic Discipline, Central Region Energy Team, Denver, CO has a requirement for multi-component Seismic Data Processing Software package and training in the use of this software. The software must be capable of providing the components necessary for the investigation of gas hydrates using multi-component seismic data. The software module provided must: (1) be appropriate for processing multi-component seismic data; (2) must permit simultaneous determination of P- and S-wave seismic velocity models, and construction of P- and S-wave seismic reflection sections; (3) must be appropriate to the specific requirements of gas-hydrate-related surveys, specifically the shallow depth of typical gas hydrate occurrences, and; (4) must be MATLAB compatible. In accordance with 36 CFR Part 1194, the resources acquired must be compliant with Section 508 of the Rehabilitation Act as follows: Software Applications and Operating Systems 11.94.21. The anticipated contract length for the software and training is to be for a single twelve (12) month period. Based on the information available at this time, and in accordance with 41 U.S.C. 253 (c)(1), implemented by FAR 6.302-1, the Government considers the supplies and services specified as a sole source from the Bureau of Economic Geology of the University of Texas at Austin, and proposes to negotiate a contract with this company on that basis. However, should additional sources be identified, they will be considered. Firms who feel they can furnish the required services and supplies or its functional equivalent (based on the criteria specified herein) are invited to submit, in writing, an affirmative response to this announcement no later than close of business on Tuesday, March 24, 2009. An affirmative response would include literature, brochures and such other materials which correspond to the required services and supplies stated herein. This information will be evaluated and used to determine if competitive opportunities exist. No solicitation document exists. Therefore, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
