- Description
- NASA/GSFC has a requirementfor continued Flight Operations of the Fast Auroral Snapshot ExplorerProgram (FAST) satellite. NASA/GSFC intends to purchase the items from The University ofCalifornia Berkeley (UCB) on a sole source basis. The authority forOther Than Full and Open Competition is 10 U.S.C. 2304(c)(1), Only OneResponsible Source. UCB will carry forward the flight operationsalready in place, and support the final mission operations and missionclose out activities that involve operations. UCB is the only organization currently qualified to perform thisrequirement for the following reasons: 1) Only UCB possesses the highlevel scientific expertise, the detailed knowledge of the satellite, thecapability to execute the operations in a manner in which the scientificoperations and the flight operations can be merged, along with therequisite educational opportunities; 2) UCB designed, fabricated,calibrated, tested, and integrated the science instruments and flightcomputer on the FAST spacecraft from 1989-1996, and, UCB has beencarrying out the flight operations of the FAST satellite since 2000,resulting in their scientists and engineers having unique knowledge ofthe FAST satellite and the flight computer software systems; and 3) UCBscientists have led the effort in the community to analyze the data fromthe FAST satellite, and are currently the only organization with thecapability to perform the combined scientific and flight operations inconjunction w ith the educational opportunities. The Government does not intend to acquire a commercial item using FARPart 12. Interested organizations may submit their capabilities andqualifications to perform the effort in writing to the identified pointof contact not later than 4:30 p.m. EST time on the date mentionedabove. Suchcapabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposedeffort on a full and open competition basis, based upon responses tothis notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be consideredby the agency. An Ombudsman has been appointed.
