- 501-K34 GENERATOR TURBINE BLADE AND VANE SEGMENT ASSEMBLY REQUEST FOR INFORMATION (RFI)Issue Date 09 MAR 2009 - Closing Date 06 APR 2009 - Time 4:00PM EST "This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Carderock Division." Request for Information: This announcement constitutes an official Request for Information (RFI) only, as defined in FAR 15.201(e). The purpose of this RFI is to determine capability and to assess the experience of the current industry to meet the objectives stated below. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.Objectives: Naval Surface Warfare Center Carderock Division (NSWCCD)/ Ships Systems Engineering Station (SSES) Philadelphia, has an interest in obtaining specific turbine engine parts from non-OEM sources. The purpose of this RFI is to identify potential suppliers. Targeted components include Row 1 through 4 Turbine Blade and Vane Assemblies for the Rolls Royce Model 501-K34 turbine engine. The 501-K34 is the Ship Service Gas Turbine Generators (SSGTG) onboard DDG-51 Class ships. There are approximately 250 engines in service; approximately 16 are overhauled each year.RFI Content: Written response to this RFI shall be limited to 25 pages, 12 font with single spacing. If material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). Response should include, but is not limited to a Company History. A one page history should include: Small Business Administration (SBA) business size classification; major products; and primary customer base. Additionally RFI responders should provide examples of past experience directly related to Non-OEM turbine section hardware. Additional technical or other information, the company deems necessary to aid the government in making an informed assessment should also be included. Submission Information: RFI responses shall be submitted no later than 06 APR 2009 to: NSWCCD/SSES Philadelphia, 5001 S. Broad Street, Philadelphia, Pa 19112, Attn: Mr. Keith Mummaw, Code 934. Electronic responses are preferred and should be submitted to keith.mummaw@navy.mil. Additional Information: Any information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWCCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. At no cost to the government, the government may request further clarification of a contractor's submission.There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website located at http://www.fbo.gov/. This program may require a procurement effort in certain critical technologies/data that are not releasable to foreign firms. To participate, a foreign firm may be required to team with a U.S. firm that possesses a U.S. facility clearance with technologies/data safeguarding capabilities, inclusive of authority to receive critical technology and/or data required to execute this program.
