- U.S. Department of the Interior (DOI) Minerals Management Service (MMS) has a competitive requirement for a Geoscientist Training Program being awarded to the offeror whose proposal gives evidence of the greatest value to the Government as outlined in the Statement of Work below. Statement of Work/New Geoscientist Training Program Introduction The Geoscience professionals at the MMS are responsible for evaluating fair market value of offshore leases, ensuring conservation and diligence of resource development, estimating the volume of public resources and reserves, and assuring safe operations throughout the Gulf of Mexico. A training program to bring the many new employees and FCIP personnel up to speed as soon as possible is essential. Objectives With critical time frames outlined by the OCS Oil and Gas Leasing Program 2007-2012, new employees need an accelerated training program to bring them to minimum levels of competency in a shortened time frame. This training program needs to accommodate 10 to 20 new employees, be intensive, concentrated, and tightly integrated with geology, geophysics and engineering disciplines. This training program should also be commercially available in an off-the-shelf configuration designed for oil and gas prospect and development analysis. The training should integrate critical hands-on experience to allow the new employee to return from training and immediately contribute to mission goals. The training must start June 1st, 2009 as there are already 12 to 15 new employees on board that are mandated to be trained by the FCIP program or are just new hires that need to be incorporated into Unit assignments as soon as possible. Required areas of competency for an MMS Geoscientist are structural styles; sequence stratigraphy; open-hole log analysis; seismic survey design, acquisition, and processing; 2-D and 3-D seismic subsurface interpretation; subsurface geological mapping; oil and gas prospect identification; field determination and mapping; and field performance and reserves estimation. Also, overviews of the oil and gas industry in general are important for these new hires as many of them have little or no Gulf of Mexico backgrounds. Through past history at the MMS this training must also include an intensive mentored mapping project workshop in conjunction with the classes in a controlled environment with measureable results. Furthermore, the training needs to be at MMS, New Orleans. ScopeTo provide a concise but complete training program to FCIP employees and other new hires with up to one years experience at the MMS. The training program is to cover the gamut of disciplines and techniques in the fields of oil and gas exploration and development. The program should be a structured set of training classes and exercises in conjunction with an extended interpretation and mapping project. The training is to take place as soon as possible, in a limited time frame, and is expected to substantially raise the competency level and knowledge of the new employees. Training Requirements - CourseBecause of the many new hires at the MMS these classes and final project are to be bundled as one continuous course; must commence no sooner than May 1st, 2009 and conclude no later than October 30th, 2009; and will be at least 10 weeks but no more than 15 weeks in duration. The selection will be made by March 31st, 2009. - Courses Outline The following course outline is the minimum content that will be considered. All proposals should provide a description of the courses to be provided. 1.Overview of the oil and gas industry; a.Should provide an overview of how oil and gas are formed, trapped, discovered, and developed.b.Should provide and overview of the basic tools, equipment, and processes used in the offshore oil industry.c.Should provide knowledge in oil industry oil terms and language.d.Should provide a basic understanding of the complete oil and gas exploration and production workflow. 2.Structural styles; a.Should cover common GOM structural styles including compressional, extensional, salt, strike-slip, and reactivated structures.b.Should include techniques for creation of cross sections and map construction.c.hould cover validation of 2D and 3D time and depth interpretation and pitfalls. 3.Open-hole log analysis; a.Should include calculation of porosity, determination of lithologies, and volumes.b.Should include hydrocarbon detection.c.Should include log interpretation procedures and limitations. 4.Seismic survey design, acquisition, and processing;a.Understanding design of 2D and 3D surveys.b.Quality control of data during acquisition and processing.c.Acquisition and processing parameters for AVO data.d.Principles of Migration of seismic data.e.Provide an understanding of 4D data.f.Principles of velocity analysis.g.Fundamentals of Marine seismic acquisition. 5.2-D and 3-D seismic subsurface interpretation;a.Procedures for structural and stratigraphic interpretation.b.Understand the effect of data on mapping product.c.Understanding seismic amplitudes. 6.Subsurface geological mapping;a.Understand fundamentals of contouringb.Integrating fault data from wells with seismic datac.Generation of fault maps from well and seismic data.d.Understanding the effect of directional wells in deviated beds.e.Create geologic cross sections.f.Understand isochore maps.g.Provide the ability to tie well logs to seismic data.h.Correlation of synthetics with seismic data.i.Time and depth structure maps. 7.Field determination and mapping, Field performance and reserves estimation;a.Understand engineering assessment of asset valueb.Estimating primary reservesc.Understanding reservoir performance.d.Help develop communication between geologists and engineers. 8.Interpretation and mapping project; This project will commence immediately upon the conclusion of the training regime above. The project will include an all inclusive Geoscience interpretation and mapping project that will utilize and reinforce all training topics mentioned above. This project will be mentored by the bidding contractor and will last at least a month, but no more than three months, and will end with a presentation by the student of a final report on the project stressing lessons learned in all above topics. Course Instructors The Government will evaluate the quality of the Contractors key personnel based on the experience, qualifications, expertise, and quality of recommendations of key personnel by evaluating the resumes submitted. The Contractor shall submit resumes for its key personnel that are sufficient in detail so as to demonstrate each persons experience and capability to perform the requirements set forth in the statement of work. Resumes must contain work history covering at least three years; describe experience related to similar work, and list relevant education, training, certifications, and professional organizational memberships and activities. Project Manager MMS requires a primary point of contact who will serve as the project manager for the duration of the training. Past PerformancePast performance is the Agencys assessment of the degree to which an offeror has satisfied its past customers while conducting a training program of this nature. MMS will contact some or all of the customers listed as Past Performance references in the contractors proposal. MMS will ask questions such as: whether or not they believe (1) that the offeror was capable, timely, efficient, and effective; (2) that the offerors performance conformed to the terms and conditions of the contract; (3) that the offeror was reasonable and cooperative during the performance; (4) that the offeror was committed to customer satisfaction; and (5) whether the training performed by the contractor was of high quality. Past experience is the experience that offerors have performing training that is similar to the training required by the MMS. Both past performance and past experience will be evaluated by utilizing the information provided by the offeror for a comprehensive, all inclusive training program. The consideration for selection will be for a training regime like the one described above that was completed in the past year. Program Costs The price quote shall contain sufficient price detail to permit the Government to determine the proposed firm fixed price is fair and reasonable. The training described above will be one price quoted for the entire training program. The training program will be for 10 geoscientists onsite at the MMS building in New Orleans. Course Materials A precise breakdown of course materials provided by the vendor will be supplied with the Proposal. MMS Obligations vs. Contractor obligationsA precise breakdown of MMS obligations and responsibilities and Contractor obligations and responsibilities with regard to classroom setup, project setup, student materials, contractor program contact, fees, cancellation or rescheduling charges, and any other item pertaining to the proprietary data in the class, conflicts of interest, copyrights, or other items of this nature will be supplied with the Proposal. BEST VALUE Award of this requirement shall be made to the offer whose proposal gives evidence of the greatest value to the Government. Technical factors, including past performance are significantly more important than price. While price is not the primary evaluation factor in this requirement, it is important and will be considered when determining contract award. TECHNICAL EVALUATION FACTORS The following factors shall be evaluated and are listed in descending order of importance. The evaluation shall consider the offerors response to each of these evaluation factors. 1. PAST PERFORMANCE The Agency's assessment of the degree to which an offeror has satisfied its past customers while conducting a training program of this nature as described in the statement of work. 2. QUALIFICATIONS - Key personnel technical knowledge, skills, abilities, and experience necessary to perform the functions, activities, and tasks described in the statement of work. 3. PRICE - Cost for performing all aspects of project as detailed in the statement of work. The Minerals Management Service, Acquisition Activity, is the contracting office for this procurement and the contract administration. All contractors must be registered in the Central Contractor Registration (www.ccr.gov) and the Online Reps and Certs application (ORCA) system in order to receive Government contracts.
