Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to RIEGL USA, Inc, 7035 Grand National DR STE 100, Orlando, FL 32819-8300. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. RIEGL USA Inc is the only known source that offers 3D Imaging Sensor LMS-Z390i and is capable of meeting the Governments requirements. The required specifications for the 3D Laser Scanner/Imaging System shall incorporate a high-speed and high-resolution laser scanner with an external, calibrated, color digital camera for laser-based imaging and 3D measurements supporting surveying and engineering applications. The system must be portable and operate outdoors in all weather conditions. The system shall support static data collection from standard surveying tripod. The system shall have an established processing workflow to deliver three-dimensional data-point clouds that can be manipulated with included software and/or exported for post-processing with currently-owned software. The system should included 3D laser scanner, external, color digital camera, one licensed version or processing software, training, one-year parts and labor warranty. Performance Specifications are as followed: IEC and ANSI Class 1 Eye-safe for all operating conditions, near-infrared laser beam, minimum scanner field of view of 80 degrees vertically and 360 degrees horizontally, measurement range capability of at least 300 meters for natural targets, minimum accuracy of 6mm from 50 meter range, capable of static data collection while mounted on a standard surveying tripod with 5/8x11 thread, minimum angular resolution of.001 degree for vertical and horizontal scans, measurement rate up to 11,000 points-per-second, ability to scan up to 15 times per second, 12-28V DC power input and 55W typical power consumption. Camera Specifications are as followed: factory-calibrated, color digital SLR camera, external mounting and supporting hardware, minimum of 12.1 mega pixel resolution, minimum lens size of 20 mm, capable of use with interchangeable lenses, USB interface, interface cable(s), system must support higher-performance camera and upgrade capability for future models. Peripheral equipment to include (at a minimum): associated cables for power supply, cables to support equipment configuration and or data output/download, any required adaptor(s) for tripod mounting, hard shipping/storing case for scanner, camera, and peripheral equipment, operating and reference manuals, and operating software. Environmental specifications are as followed: operating temperature range: 0 to C to +40C, storage temperature range: -10C to +50C, IP64 dust and splash-water resistant. Software specification are as followed: PC, Windows XP operating system compatible, supports review of data for quality and completeness, allows visualization and analysis, supports registration and alignment of point clouds collected from multiple laser instrument setups, capability for determining position and distance measurements, ability to calculate volume between a specified plane and surface and create cross-section views, supports rotation of point clouds to view from various perspectives, supports generating a georeferenced point cloud in a variety of map coordinate systems, supports 3D orthophoto generation and stitching of multiple scans to form a single 3D image, exports data as XYZ point cloud, and include manuals and software CDs. Training requirements are as followed: installation and configuration, operation, and software utilization. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on 12 March 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
