Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-09-Q-0042 and is issued as a Request for Quotations (RFQ). The NAICS code for this requirement is 813410. This solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition circular 2005-30 effective date February 17, 2009. The resultant contract will be a firm fixed price contract. The award will be made to the Offeror with the lowest price technically acceptable quotation. This contract is estimated to be awarded for a Base performance Period of 12 months and one twelve-month Option Period. CLIN 0001: National Archives Participation in the National Hispanic Internship Program. Description (1) Background and Scope; The National Archives and Records Administration (NARA) has a critical need to expand its recruitment presence in the Hispanic community. NARA’s Strategic Plan calls for NARA to strive toward increasing the percentages of NARA employees in underrepresented groups to match their respective availability levels in the civilian labor force. Currently, Hispanics comprise only 1.3 percent of NARA’s workforce and traditional recruitment methods alone are not enough to address this problem. The U.S. Office of Personnel Management (OPM) has instructed Federal agencies to look to alternative sources for Hispanic applicants. In an effort to meet the expectations set forth in the Strategic Plan, NARA is seeking to partner with an internship organization that can assist NARA in expanding its outreach in the Hispanic community. Specifically, NARA is seeking assistance in filling fifteen (15) vacant intern positions for the summer 2009. The internships will focus on locating, researching, and organizing archival documents and records of particular interest to Hispanic communities. Interns must meet the following qualifications: •Be currently enrolled in an undergraduate or graduate program in an archives or related field of study (e.g., history, library and information science, museum studies, etc.); •Be a student in good academic standing as defined by the college or university in which the student is enrolled; •Demonstrated experience and/or interest in the archival field or related profession. •Be available for a ten-week period beginning June 8, 2009. The partner organization must be able to provide the following services: •Market NARA internship opportunities to eligible applicants; •Identify, recruit, evaluate, and process applicants for identified NARA internship positions; •Facilitate travel and housing arrangements for the selected interns; •Provide a structured program of academic and social activities to supplement the internship experience; •Provide ongoing counseling and programmatic support to the interns throughout their internship experience. The partner organization must be able to provide these services within sufficient time to meet the start date of the NARA summer internship program: June 8, 2009. In particular, intern applications and other relevant materials must be available for NARA to review by March 24, 2009 in order to allow sufficient time for the interview and selection process. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008); FAR 52.212-3, Offeror Representations and Certifications Commercial Items (Feb 2009)-contractors shall complete only paragraph (b) of this provision if the contractor has completed the annual representations and certifications electronically at http://orca.bpn.gov. If a contractor has not completed the annual representations and certifications electronically at the ORCA website, the contractor shall complete only paragraphs (c) through (m) of this provision—a copy of the provision can be found at http://www.arnet.gov/far/ ; FAR52.212-4, Contract Terms and Conditions Commercial Terms (OCT 2008); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Feb 2009). Paragraph (b) of this clause incorporates by reference the following FAR clauses: 52.219-6, Convict Labor (Jun 03), 52.222-19 Child Labor Cooperation with Authorities and Remedies (Feb 08), 52.222-21 Prohibition of Segregated Facilities (Feb 99), 52.222-26 Equal Opportunity (Mar 07), 52.222-36 Affirmative Action for Workers with Disabilities (Jun 98), and 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration (Oct 03). (c), 52-217-9 Option to Extend the Term of the Contract (Mar 2000). The Contractor shall comply with the FAR clauses in this paragraph (c), applicable to commercial services, that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or executive orders applicable to acquisitions of commercial items. Two copies of your quotation should be mailed to ; National Archives Records and Administration (NARA), Attention: Stuart Hitchings, 8601 Adelphi Road, College Park, MD 20740 or emailed to stuart.hitchings@nara.gov. Questions must be submitted to the above by 12:00PM EST March 16, 2009. Quotations must be received by 12:00 PM EST, March 20, 2009. Failure to meet the deadline for receipt of quotations may result in rejection of the quotation as untimely.
