- The Naval Sea Systems Command plans to issue an unrestricted solicitation (N00024-09-R-2212) for the new acquisition of the Ocean Class Auxiliary General Oceanographic Research Vessel (Ocean Class AGOR). The Ocean Class AGOR program will provide a platform for oceanographic research for the University and National Oceanographic Laboratory System (UNOLS). The Ocean Class AGOR will be a U.S. flagged new construction ship classed in accordance with American Bureau of Shipping (ABS) Rules for Building and Classing Steel Vessels Under 90 Meters (295 Feet) In Length, certified by the United States Coast Guard (USCG) and designed and built in conformance with Safety of Life at Sea (SOLAS) requirements and other commercial and regulatory body rules and regulations as applicable. The ship will be globally ranging, capable of sustained operations in all of the world's oceans. The Ocean Class AGOR will provide on-board oceanographic research facilities in accordance with the Ocean Class AGOR System Specification. The ship shall be capable of general purpose oceanographic research in coastal and deep ocean areas and rapid scientific payload changes, vessel turnarounds and redeployments. The navigational draft shall not exceed 17 feet. Exterior reconfigurable stern working deck area, of 2,100 ft2, including area for the deployment and recovery of a piston core sampler and two 20-foot x 8-foot ISO vans is required. The ship shall also provide flexible laboratory space to support onboard data processing and sample analysis in modern well equipped scientific laboratories, capacity to carry 150 long tons of variable science equipment, and 4,000 cu. ft. of scientific storerooms. The Ocean Class AGOR shall support performing sampling and data collection of surface, mid-water, sea floor and sub bottom parameters in Sea State 4. It shall also be cap! able of loading and unloading gear, stores, and scientific equipment (10 short tons 20 feet beyond the side and 20 foot by 8 foot ISO vans) with ship's own equipment; launching, recovering and towing both tethered and autonomous scientific packages; and the deployment and recovery of a 20 m piston core sampler. The ship will be designed for crew accommodations for about 20 persons berthed in a combination of single and double staterooms, and science party accommodations for about 20 persons berthed in double staterooms. Ocean Class AGOR shall be capable of maintaining position at best heading within 5 meters and maintain tracklines in Sea State 5. The ship shall have a range of approximately10,000 nautical miles (NM) at an approximate sustained speed of 11 knots without refueling, and store approximately 40 days of consumable dry goods. The Navy plans to conduct the acquisition of the Ocean Class AGOR as a two-phase procurement. Phase I will contract for a preliminary/contract design with the award of multiple firm-fixed price contracts with a period of performance of approximately 12 months after contract award. At the completion of Phase I, the Navy will down-select to a single contractor for Phase II, Detail Design and Construction of the lead ship with an option for one (1) follow-on ship. The Phase II proposal will be due from all Phase I contractors at the end of the period of performance for Phase I. Phase II contract award will only be made to a contractor that was awarded a design contract as a part of Phase I. The planned date for release of the RFP is 2nd Quarter, FY09 with planned date of Phase I contract award(s) during the 4th Quarter FY09. The RFP will include a System Specification. Phase I and Phase I contract(s) will be awarded to the responsible Offeror whose proposal represents bes! t value to the Government, price and other factors considered. The planned date for award of Phase II is FY 2011. Ship deliveries are planned for the 2nd and 4th Quarters FY 2014, for the lead and follow ship respectively.
