Description
Amendment 1 The Olympic National Forest intends to acquire by contract the immediate roofing of buildings. Project buildings are located near Forks, Hoodsport, Quinault, and Quilcene, Washington. Project building roofs are: composition shingles – textured; cedar shingles; metal roof panels; and synthetic shake. The intent of the project is to award multiple contracts for roofing with project work started within 30 days. The Forest Service expects contracts will break out by location and type of roof. Offerors may submit proposals for any, or all, items. The applicable NAICS code is 236220 – Commercial and Institutional Building Construction. The small business size standard is $33.5 million in average annual receipts. The government will proceed to issue a solicitation under Federal Acquisition Regulation (FAR) Part 12, for a commercial service (routine alteration & repair). This solicitation is a 100% set-aside for small business concerns. Offerors will be evaluated on price, experience, and past performance. Experience and past performance are as important as price. Contract award will be to the offeror(s) whose offer, conforming to the solicitation, is the best value to the government. The government total estimated value is between $250,000 and $500,000. Payment protection is required for awarded contracts equal to, or greater than $30,000.00 and less than $100,000.00. Performance and Payment bonds are required for awarded contracts equal to, or greater than $100,000.00. Davis-Bacon wage rates apply to all resulting contracts. The proposed contract-type is firm-fixed price. This solicitation will be available on, or about, MAR. 06, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
