Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for F1W3E39030A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The associated NAICS code is 238910 with a size standard of $14M. PLEASE NOTE THAT THIS PURCHASE IS 100% SET ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. This RFQ contains 1 line item. The line item description is as follows: Line Item 0001: Demolish Facility 85301, old Ship Creek Bridge, in accordance with all Environmental, Construction, Air Force, and State regulations; End Item Description. FOB point is Destination. All work must be completed by 10 May 2009. PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held at 1:00pm on Tuesday, 3 March 2009 at the site. Contractor representatives should park at the Eagle Glen Golf Course parking outside the Elmendorf Post Road gate. 3rd Contracting Squadron and 3rd Civil Engineering Squadron representatives will transport contractors to the site where contractors may gather information and ask questions about the project. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Item, applies to this acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition (see addendum below). The provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.204-7004, Alternate A. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. ADDENDUM TO PROVISION 52.212-1 Provision 52.212-1 is modified as follows: (b)(10) Past performance information. Include a list of recent and relevant contracts for the same or similar items and other references. Include contract numbers, points of contact with telephone numbers and other relevant information. Include no more than five (5) projects completed within the past five years. Briefly identify any unique features that make the completed project relevant to this acquisition. Past performance information shall not exceed three (3) pages. The government reserves the right to seek additional past performance information.. ADDENDUM TO PROVISION 52.212-2, EVALUATION -- COMMERCIAL ITEMS Provision 52.212-2 is modified as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and past performance. Past performance is approximately equal to price. (b) Options. Not applicable. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Quotes must be signed, dated and submitted by 10 March 2009, 5:00 pm, Eastern Standard Time (EST) to the 3rd Contracting Squadron/LGCA, Attn: Barron Brittingham. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
