Description
This is a fully designed Best Value Source Selection solicitation to provide construction for Dry Dock 8, Repairs Walls and Floor at the Norfolk Naval Shipyard, Portsmouth, Virginia. The work includes the demolition of existing deteriorated concrete on floor and walls of the drydock. New concrete will be installed to replace the deteriorated concrete and shall be anchored to the existing concrete to remain. The work will require dewatering around the entire drydock in order to reduce buoyancy and maintains stability of the structure during execution of the work as well as to control ground water infiltration through the existing concrete. The work will include the removal and replacement/ reinstallation of existing utilities, equipment, structures and appurtenances within the dock as well as incidental civil sitework. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the plans and specifications. The approximate Solicitation Release Date is 23 March 2009. Offerors will be encouraged to demonstrate Corporate Experience, Past Performance, Management Approach/Schedule, Technical Solution, Safety, Small Business Utilization and Price. The government intends to award the contract to the offeror offering the best value, considering technical, price, and other factors, in accordance with the criteria set forth in this plan and which is included in the solicitation. This solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Navy Electronic Commerce Online (NECO) website. A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. The official address to the solicitation is https://www.neco.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued.
