- This is a Sources Sought Notice and should not be construed as a solicitation announcement. The purpose of this notice is to gain knowledge of potential qualified small and large businesses concerns, both US and Foreign, capable of performing Life Support Services at multiple locations in Iraq. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 561990, All Other Support Services. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities on or about 1 May 2009. The contract will consist of multiple Contract Line Item Numbers, which may be either Firm Fixed Price or some form of cost reimbursement. The solicitation will consist of a base period plus two option periods of 6 months each. The contract term will total 2 years. The Gulf Region Division has a requirement for life support services for approximately 1500 personnel at multiple locations through Iraq. Contractor work and responsibilities shall include all planning, programming, administration, management, fiscal and property accountabilities and execution necessary to provide the following services: RSOI (Reception, Staging, Onward movement, and Integration) of Government personnel; Facilities, Buildings and Grounds Maintenance; Minor Construction Projects; Billeting Assistance, Support, and Management; Janitorial and Custodial Services; Laundry Services; Transportation Services (including vehicle services centers and vehicle retrieval/recovery); Information Technology support; Dining Facility Operations. Response Requirements: Interested parties are invited to submit a Statement of Capability (SOC). SOC must identify (a) at least two (2) contracts (including current point of contact information) in which the interested party served as either the Prime contractor or a subcontractor (performing a substantial portion of the work described above) providing 24/7 life support services in an overseas environment; and (b) years of company experience maintaining similar services in an overseas environment. SOC must contain a cover letter including the company name, address, telephone, facsimile, e-mail address, and business classification. SOC must be submitted in writing. Responses must be received NLT March 31, 2009, 4:00 PM EDT.
