- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The government anticipates entering into a five-year, Firm-Fixed Price (FFP) Indefinite Delivery - Indefinite Quantity (IDIQ) contract for SLQ-32 system waveguides to be manufactured in accordance with Government specifications (Drawing # 7117799). The Government requirement is for various lengths of waveguide, with a minimum quantity of 145 each and maximum quantity of 2,145 each with a delivery requirement of 120 days after order. Inspection and acceptance will be administered by DCMA at FOB Origin. The Government intends to award to the responsible contractor whose offer is deemed best value to the Government, with emphasis placed on past performance and price related factors. This requirement is 100% set-aside to small business in accordance with FAR SUBPART 19.5, "Set-Asides for Small Business". The solicitation will be available on or before 23 March 2009 at the three websites listed above. No hard copies of the solicitation will be mailed. All responsible parti! es may submit a proposal for this procurement, which will be considered by the Government. Drawings will be made available upon request (after solicitation is issued). Contractors must be registered with the Central Contractor Registration database, located at www.ccr.gov, and must be certified under the Joint Certification Program in order to receive the technical package.
