- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey for an improved fragmentation grenade that has at least 10% more lethal fragments at 5 meters and 20% more lethal fragments at 7 meters than a M67 grenade. The performance shall be compared directly to the M67 hand grenade. Candidate grenades should have the following general preferred characteristics. Same size or smaller than a M67.Overall weight of 13.5 ounces or less.Reliability equal to or greater than M67.Fuze must have a 4 second (0.5) delay after striker release.Insensitive munition explosive fill (preferably insensitive to 7.62mm ballistic impact).The explosive used shall be, or have the potential to be, DoD / Navy explosive qualified. The explosive used shall be low smoke producing (compared to Comp B). Response to this Notice shall consist of a short (3 pages or less) initial White Paper response describing a producible design. The White Paper shall consist of the following details for each candidate. The explosive used. The physical dimensions of the item (size, weight, etc.). An estimated production cost. A performance estimate and documentation supporting the estimate. The Government will perform a review of the responses and down selection of candidate materials determined to be viable. The Government will assist selected organizations with continental United States explosive transportation and transportation authorities. Assistance with transportation authority will require an existing MSDS and competent authority letter and / or UN Test Series 3 data. The test will be conducted at Government expense. Participation in this effort will be at the expense of the participating organization. Participation organizations will be provided with a copy of a report detailing the performance of their material and the M67 standard. Attendance of this test event is not possible. The respondent must be able to demonstrate the ability to obtain those resources in a timely fashion. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc) a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Also provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet these criteria. This effort shall progress according to the following schedule. White Papers responses to this Notice are due on or before 8 April 2009. Down selection of viable candidates and notification of selected organizations will be performed 30 days from the Notice deadline. Test samples shall be available at NSWC Crane within 90 days of request. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
