- Title: MAG-PLAN Gulf of Mexico Economic Impact Model Upgrade Study Notice of Pre-Solicitation Conference------------------------- The U. S. Department of the Interior, Minerals Management Service (MMS) intends to competitively award a contract to upgrade an economic model developed for in-house MMS use: MAG-PLAN Gulf of Mexico Economic Impact Model. The anticipated period of performance will be 18-24 months from the effective date of the contract. The applicable NAICS Code is 541690: Other Scientific and Technical Consulting Services. The MMS is responsible for managing Federal offshore energy resources. The MMS uses MAG-PLAN to estimate the economic impacts of natural gas and oil extraction activities on the Federal Outer Continental Shelf (OCS) in the Gulf of Mexico. PROJECT DESCRIPTION: MMS has developed MAG-PLAN, a Microsoft Access-based 2-stage input-output model using IMPLAN multipliers, to estimate employment, personal income, and similar economic impacts from OCS activities. MMS develops Exploration & Development (E&D) Scenarios containing estimates of the level of exploration, development, and production anticipated from a proposed OCS lease sale or set of lease sales, and these scenarios are the essential input for MAG-PLAN. The objective of the MAG-PLAN Modification study is to strengthen and refine the Bureaus procedures for estimating the onshore economic effects from OCS-related activities by improving the current MAG-PLAN model. MMS seeks professionals with expertise in applied regional economic impact analysis and oil and gas engineering and/or project cost modeling and analysis, to (1) update and refine existing industry expenditure data; (2) refine the methodology used to distribute industry expenditures to onshore locations and sectors; (3) incorporate recent advances and changes to industry practices, especially FPSOs and subsea tiebacks; (4) refine and test MAG-PLAN software to resolve issues and increase user-functionality; and (5) improve the model documentation. A pre-solicitation conference for this contract will be held on March 26, 2009, in Herndon, VA, from 10:00 a.m. to11:30 a.m. EDT. Upon arriving at the site, attendees will be able to sign up for 15-minute one-on-one sessions with MMS staff to discuss the effort, from 3:45 p.m. until 6:00 p.m. Pre-solicitation conferences for two other efforts to upgrade MMS economic models will be held later on the same day (see below). PRE-SOLICITATION CONFERENCE MMS anticipates issuing a Request for Proposal (RFP) for the model upgrade. In anticipation of releasing the RFP, MMS has scheduled a pre-solicitation conference to discuss the project and the anticipated work. The conference is scheduled for March 26, 2009, in Herndon, VA. The meeting is expected to take 90 minutes and will be followed by optional one-on-one sessions with MMS personnel to discuss the draft RFP and/or other issues related to the contract. Pre-scheduled one-on-one meetings take precedence over those that are scheduled during the pre-solicitation conference.
