- Title: MAG-PLAN Alaska Economic Impact Model Upgrade Study Notice of Pre-solicitation Conference------------------------The U. S. Department of the Interior, Minerals Management Service (MMS), intends to competitively award a contract to upgrade a regional economic impact model developed for in-house MMS use: MAG-PLAN Alaska. The anticipated period of performance will be 18 months from the effective date of the contract. The applicable NAICS Code is 541690: Other Scientific and Technical Consulting Services. The MMS is responsible for managing Federal offshore energy resources. The MMS uses MAG-PLAN to estimate the economic impacts of natural gas and oil exploration, development, and production activities on the Federal Outer Continental Shelf (OCS) off Alaska. PROJECT DESCRIPTION: The MMS has developed MAG-PLAN, a Microsoft Access-based, 2-stage input-output model using IMPLAN multipliers, to estimate employment, personal income, and similar regional economic impacts from OCS activities. MMS-developed Exploration & Development (E&D) Scenarios containing estimates of the level of exploration, development, and production anticipated from a proposed OCS lease sale or set of lease sales comprise the inputs for MAG-PLAN. The objective of the MAG-PLAN Alaska Upgrade Study is to strengthen and refine the Bureaus procedures for estimating the onshore economic effects from OCS-related activities by improving the current version of MAG-PLAN. MMS seeks professionals with expertise in applied regional economic impact analysis and oil and gas engineering and/or project cost modeling and analysis, to (1) update and refine existing industry expenditure data; (2) refine the methodology used to distribute industry expenditures to onshore locations and sectors; (3) incorporate recent advances and changes to industry practices; (4) refine and test MAG-PLAN software to resolve issues and increase user-functionality; and (5) improve the model documentation. A pre-solicitation conference for this contract will be held on Thursday, March 26, 2009, in Herndon, VA, from 12:30-2:00 p.m. EDT. Upon arriving at the site, attendees will be able to sign up for 15-minute one-on-one sessions to discuss the effort. MMS employees will be available for these sessions from 3:45 until 6:00 p.m. Pre-solicitation conferences for two other efforts to upgrade MMS economic models will be held later on the same day (M09PS00038 OECM and MktSim, and M09PS00036 MAG-PLAN Gulf of Mexico Region). PRE-SOLICITATION CONFERENCE MMS anticipates issuing a Request for Proposal (RFP) for the model upgrade. In anticipation of releasing the RFP, MMS has scheduled a pre-solicitation conference to discuss the project and the anticipated work. The conference is scheduled for 12:30-2:00 ET, March 26, 2009, at the MMS offices in Herndon, VA. The meeting is expected to take 90 minutes and will be followed by optional one-on-one sessions with MMS personnel to discuss the draft RFP and/or other issues related to the contract. To the extent feasible, MMS will attempt to accommodate the schedules of non-local parties attending the conference in person. Pre-scheduled one-on-one meetings take precedence over those that are scheduled during the pre-solicitation conference. There are two options for participating from remote locations. Individuals or companies attending this conference may also wish to attend one or both of two other pre-solicitation conferences to be held at 10:00 and 2:15 p.m. the same day to discuss anticipated contracts to upgrade MMS models known as MAG-PLAN Gulf of Mexico, the Offshore Environmental Cost Model, and the Market Simulation Model. See separate announcements for these conferences. (Note that participation in the 10:00 meeting will NOT be available from the MMS office in Anchorage.)
