Description
This announcement is a notice of intent to award a Small Business Sole Source contract in accordance with FAR 6.302-1. Services are required for JFCOM, JWFC, Technology Development & Innovation Branch (TDIB) for continued development of virtual and constructive terrain databases to support the Joint National Training Capability (JNTC) Joint Live, Virtual and Constructive (JLVC) Federation and other JFCOM customers. Services also include on-site functions and continued support for Just-in-time data and database delivery needed to support research and development, training, and operational support. The North American Industrial Classification System (NAICS) code 541330 business size standard is $4.5 Million. The Small Business sole source contractor is Loyola Enterprises, Inc., 2984 S. Lynn Haven Rd., Suite 101, Virginia Beach, VA 23452-6723. This action is considered a follow-on contract for highly specialized services from a previously competed best-value solicitation. Loyola is the proprietary owners of this data and developed this data in previous work for the Government and is the only contractor that has access to be able to accomplish the Scope of Work. In addition, they currently have a top secret clearance, which is required for this procurement. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, the government will consider responses received by April 20, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Please refer any questions to Karen S.
