This announcement constitutes a requirement for capable Sources. Reference Number NTIA9000-9-07546 is issued as a Request for Information/Sources and is being contemplated as a 100% set aside for small business. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Telecommunications and Information Administration (NTIA) has a requirement to procure consulting services to advise and assist the agency with planning and development for outreach and stakeholder involvement in the broadband grant program, which is included in the American Recovery and Reinvestment Act (the Act). The Act directs the Assistant Secretary of Commerce for Communications and Information (NTIA Assistant Secretary) to issue grants to promote broadband expansion and innovation programs to encourage sustainable adoption of broadband services. The consultant shall be familiar with the organization and management of large federal assistance programs, and must have knowledge of broadband issues and relevant industry and policy stakeholders. NTIA also seeks a consultant who has a familiarity with Department of Commerce organization and culture. The applicable NAICS Code is 541611 -Administrative Management and General Management Consulting Services. The Size Standard dollar amount is $6.0 million. The Department of Commerce, National Oceanic and Atmospheric Administration may issue zero or one award. The resultant award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach- The likelihood of effectively meeting the requirements; 2) Past Performance- The relevance and quality of prior performance; and 3) Price- The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O)- Conspicuously striking in eminence; Good (G)- Beneficial and worthwhile; sound and valid; Adequate (A)- Reasonably sufficient and suitable; Marginal (M)- Minimally suitable at the lower limit. The forthcoming solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-25. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. The Government shall issue and award a firm fixed price purchase order resulting from this Sources Sought Notice to the responsible offeror whose offer conforms with the forthcoming solicitation requirements, and will be most advantageous to the Government, price and other factors considered.
