- The Indian Health Service is seeking qualification statements of A/E firms to produce construction drawings for a renovation of an existing operational clinic in Toppenish, WA, on the Yakama Indian Reservation. AutoCAD conceptual drawings have been developed for the project. The renovation shall affect approximately 8,000sqft of the existing 40,000sqft clinic. Construction is planned to occur in a sequenced manner as the clinic will be continually in operation. The clinical functions that to be affected by the renovation include pharmacy, contract health services, administration staff, provider offices, provider exam rooms, mental health programs, audiology and property and supply. The estimated construction range is between $1M and $1.3M. Energy efficiency improvements and high performance building practices rank high on the list of project goals. The majority of work required shall be architectural, mechanical engineering, and commissioning services. The A/E services required for the project are to develop schematic drawings, design development drawings, construction documents, cost estimates, construction specifications, record drawings, commissioning services and commissioning specifications. Design shall be in accordance with all applicable requirements of the International Building Code, NFPA, ASHRAE Standards, NEC, OSHA and local, state and federal regulations. This procurement is open to both large and small business concerns under the Small Business Competitiveness Demonstration Program. The pplicable NAICS Code is 541310 Architectural Services; the Business Size Standard is $4.5 million. All interested firms are required to submit three (3) copies of a recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer no later than Tuesday April 7, 2009. Solicitation number 09-102-SOL-00004 has been assigned and should be referenced on all correspondence regarding this announcement. Include the following: > A comprehensive summary of the qualifications of employees who will be assigned to the project. Include relevant training, education and accreditation/licenses (i.e. Registered Architect, Professional Engineer, Certified Energy Managers, LEED Accredited Professional,) and how long each employee has worked with the firm. > A written statement describing specialized experience and technical competence when working with expansion and/or remodeling of hospitals, clinics, health stations and/or health centers. Highlight renovation design work in which the facility remained operable during construction. Include relevant experience of design, construction methods, and applications of specialized architecture. Include any experience working with rural and remote locations. > A brief narrative describing any projects in which the AE utilized commissioning services to achieve project goals. Include references and qualifications of firms that provide commissioning services, in the role of a Commissioning Agent, in which the A/E has worked with on these projects. Provide a list of sub-contractors, apart from the Commissioning Agent, who may be assigned to the project to aid in commissioning. >A written statement describing up to three similar past projects the A/E has completed within the last three years. Include a narrative summarizing the installation size, type, and performance after construction. > A simple project schedule for which the A/E would estimate the time it may take to complete renovation construction drawings for this project. Provide a statement on staff availability for the next eight months. A/E Design Services Technical Qualification Evaluation Criteria. All responses shall be evaluated by the following criteria, listed in descending order of importance: 1. Professional qualifications necessary for satisfactory performance of required services. 2. Specialized experience and technical competence in the type of work required. 3. Expertise in working with a commissioning team. 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with schedules. 5. Availability of staff during the estimated performance period. 6. Location in the general geographical area of the project and knowledge of the locality.
