- The Fleet and Industrial Supply Center Pearl Harbor, Contracting Department intends to procure through a best-value, full and open competitive procurement, non-personal expert, technical and analytical support to develop and conduct a longitudinal study of the impact of Hawaii's educational institutions on military quality of life in support of the Joint U.S. Pacific Command (USPACOM). The Contractor shall conduct a comprehensive study of the impressions of military parents and students and the impact of the various educational institutions on the overall quality of life of military families. The proposed requirement is being processed on an unrestricted basis and will result in a firm fixed price contract. The performance period will consist of a base and two 12 month option periods. The solicitation will require the submission of technical and cost/price proposals. The solicitation will consider the offeror's technical proposal to be more important than their cost/pr! ice proposal. The applicable NAICS code and small business size standards are 541720 and $7.0M, respectively. The solicitation will be made available electronically upon its release at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mention website for posting of the solicitation and any amendments thereto. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. The Government will not pay for information received. All responsible sources may submit a proposal, which will be considered by the Government. The solicitation response date is noon, HST, 13 March 2009.
