Description
This notice is being prepared in accordance with Federal Acquisition Regulation(FAR) Subpart 5.203 for commercially available services. This announcement is not the formal solicitation and the expected posting date of the full solicitation package is on or about March 9, 2009 with a response date of March 26, 2009. This requirement is a total small business set-aside under NAISC: 541940 and Product service Code: R416-Veterinary Services. Overview:The US Fish and Wildlife Service, Region 7, Alaska, is preparing to issue solicitation for veterinarian related professional services to be physically conducted within the Canadian Province of Northwest Territories along the Beaufort Sea Coast (community of Inuvik). The services will be related to an ongoing effort to provide telemetry tracking of long-tailed ducks, a partnership between the US Government, The Canadian Wildlife Service, and Conoco Phillips. The veterinarian services to be provided shall be inclusive of surgically implanting approximately 25 Government provided satellite transmitters in long-tailed ducks and collection tissue samples for contaminant, disease, stable isotope, or genetic analyses. The implantable transmitters weigh approximately 26 grams and will be implanted inter-abdominally with an external antenna exiting dorsally. The solicitation package will outline the specific period of performance dates of this requirement, and the anticipated award will be inclusive of a Base Period of approximately 30 days, with two additional Optional Periods for extension of approximately 30 days each calendar year. Though this project is dependant upon the migratory patterns, the anticipated start date of the Base Period is approximately August 1, 2009. There is a specific requirement that the selected vendor must posses prior to award, to help ensure implanted birds are not harmed or otherwise injured prior to release back into the wild after capture. The veterinarian (vendor or professional) who is selected for award must have prior experience successfully implanting at least 50 satellite transmitters of the same or similar type in waterfowl in the previous six (6) years. The anticipated period of performance for this requirement will be approximately 14 days per calendar year commencing August 1st of each year for a period of up to three years if options are exercised. It is possible that an additional 1 to 2 days at each end of this period may be required for travel between the veterinarian's departure location and the community of Inuvik, NWT, Canada. Interested vendors are strongly encouraged to submit a quote for this requirement following the posting of the solicitation package on or about March 6th, 2009. Vendors are also strongly encouraged to review the geographic location of Inuvik Northwest Territories, Canada. The physical work location is extremely remote and far from medical facilities, roads, townships, and is accessible via aircraft the majority of the year.
