- Solicitation Number: NHLBI-PB-(AR)-2008-105-JNB This is a combined synopsis/solicitation for commercial items prepared in accordance with the Format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(AR)-2008-105-JNB, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-26. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $7.0 million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation is a set aside for small business. It is the intent of the National Institutes of Health (NIH) National Heart, Lung, and Blood Institute, to procure the services/products from Leading Edge Coaching and Development Inc., 3300 Crestmoor Bay, Saint Paul, MN 55125-5011, for the following: 1. Four (4) hour interactive workshops, 6 times during the following dates: March 24, 25, 26, 2009. Materials will be produced (printed and collated) by the National Heart Lung and Blood Institute (NHLBI). A. In the half-day training sessions, individual contributors will learn to convey credibility, and demonstrate a leadership presence during informal, (e.g., meeting and everyday conversation), and formal, (e.g., briefing with your boss or team) interactions. They will identify personal strengths and weaknesses, and increase effectiveness with managers, peers, and external stakeholders. In addition, participants will identify the purpose of every communication and stay on message. The session will include theatrical demonstrations, lectures, interactive discussions, small work groups, and individual skill practice. After the class, Leading Edge will provide the managers of the participants with a detailed message of what the participant learned, and how to support and reinforce their communication development moving forward. The sole source determination is based on the fact that the Leading Edge Coaching and Development presenters, Cindy Maher and Carol Grannis, bring more than 15 years of experience in leadership education, executive team development, Performance strategies and senior HR position skills. They incorporate all of this experience within their active involvement in theater, to create a learning environment that includes scenes to demonstrate negative and position behaviors associated with leadership training concepts. Through their use of active demonstration and interactive participation and humor, they deliver enjoyable, meaningful and learning strategies. In addition, they incorporate their coaching skills to further enhance individual and group learning. It is extremely important that the follow up communication training be in the same style and message as was presented at the NHLBI’s leadership Retreats. Cindy Maher and Carol Grannis understand the NHLBI leadership and culture. They will customize the training scenarios and strategies to best fit the NHLBI culture, and to provide coaching services. Therefore, they are the only presenters which can provide NHLBI with the unique combination of learning, theater, and coaching that aligns with the NHLBI leadership culture, to enhance learning. The offer must include complete copies of the following provisions: 1) FAR Clause 52.212-1, Instructions to Offerors Commercial: 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212- (a), The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation, and will be most advantageous to the Government, with price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representation and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required to implement Statues or Executive Orders Commercial Items, Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities to respond to the requirement, by submitting a proposal. This notice of intent is not a request for competitive quotations, however, all responses received within 15 days from the date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete this proposed acquisition, is based upon responses to this notice, and is solely for the purpose of determining whether to conduct a competitive acquisition. The Offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the delivery terms (Destination or Origin), the Duns and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. NOTE: In order to receive an award from the Government, the contractors must have a valid registration in the Central Contractors Registration (CCR) www.ccr.gov. The clauses are available in full text at http://www.arnet.gov/far. Interested vendors capable of furnishing the government with the items specified in this synopsis, should submit their quotation to the below address. Quotations will be due ten (10) calendar days from the publication date of this synopsis, at 8:00 am, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(AR)-2008-105-JNB. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
