- The Naval Air Systems Command intends to award a Sole Source Delivery Order under Basic Ordering Agreement N00019-07-G-0001 to Rolls-Royce PLC, UK, for the work efforts required to design, develop, integrate, and test a form-fit-enhanced-functionality obsolescence upgrade for the AV-8B Engine Monitoring System (EMS) and an improvement to the engine vibration data processing with the development and introduction of dual accelerometer engine tranducers. The AV-8B EMS is obsolete to the extent that components required for repair are either no longer available or increasingly difficult to obtain. Since the service life of the AV-8B Weapon System has been extended to 2021, an obsolescence upgrade to the EMS and improvements to engine vibration data collection are necessary to safely maintain the AV-8B engine and its related subsystems. The purpose of this order is to design, develop, integrate and test a form-fit-enhanced-functionality obsolescence upgrade for the AV-8B EMS and dual accelerometer engine transducers usingtechnologically current and available components while minimizing cost and accelerating schedule. In addition, this contract will identify and provide for life cycle logistics such as support equipment, training, and technical publications. The upgraded EMS shall be based on US132 baseline functionality and at a minimum, perform the same functions as the legacy EMS and shall incorporate additional Input/Output (I/O) capabilities, increase processor performance and memory, and shall address limitations and life cycle support issues of the existing EMS and engine vibration data collection system through 2012. The results of the development may have applicability to the Governments of Spain, Italy, and the UK; therefore all four nations' specific requirements shall be taken into consideration.
