Description
The U.S. Army Corps of Engineers, Europe District plans to enter into a FIRM FIXED PRICE (FFP) CONTRACT for the Construction to include infrastructure and utilities of the Barak Simulator Building in Hatzor and the Kubia Building 6123 and Ammunition Flight Building in Hatzerim, Israel. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. The contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms or U.S. firms in a joint-venture with a U.S. firm. Responses are desired from firms who can demonstrate they have the technical experience and capability in construction of similar facilities. The qualifications of the construction firm along with the submitted price will be evaluated by the Government and award will be made to the overall Best Value. Potential offerors are encouraged to submit their company name, mailing address and telephone, fax number and e-mail address of an English speaking contact by the date noted in block 3. You will be informed when and where you may obtain a copy of the solicitation documents as well as details on the site visit. The estimated cost range of this project is between US $5,000,000 and $10,000,000. The contract duration is 210 calendar days. This is an unrestricted procurement. The North American Industrial Classification System Code (NAICS) is 236210. The solicitation issuance date will be on or about 20 March 2009. Contractors will be required to provide a bid guarantee or bank letter of assurance and if awarded a contract, to provide a performance bond or bank letter of guarantee per Task Order in accordance with FAR 28 - Bonds and Insurance as prescribed in the solicitation. Vendors are encouraged to visit this website and become familiar with its content and functionality prior to the solicitation issue date. Information will not be available through Federal Technical Data Solutions (FedTeDS) so prospective offerors must provide the information requested above in order to receive instructions necessary to access the location of additional information not posted to the GPE. The contract specialist will be the sole point of contact for this solicitation.
