Description
ITEM 0001: 4920-01-462-3654RN, Part Number MIL-PRF-26139, Pressurized Cabin Leakage Aircraft Tester, designed to furnish an air supply under various combinations of pressures and flows to check pressurized aircraft cabins and canopy seals for leakage. Requirement is for 1 EACH FIRST ARTICLE (CONTRACTOR TESTING WITH ASSOCIATED TEST PLAN AND TEST REPORT) as well as PRODUCTION QUANTITY FOR 17 EACH IN BASIC YEAR. Also included, 4 Option Periods, 1-10 each. Materials: Various. DELIVERY: Place of delivery for First Article: FE4852. Place of delivery for production items: Various locations. FIRST ARTICLE IS DUE 270 DAYS ARO WITH PRODUCTION QNTYS DUE 270 DAYS AFTER RECEIPT OF APPROVAL OF FIRST ARTICLE TEST REPORT (UNQUALIFIED SOURCES) OR 270 DAYS AFTER AWARD, AS APPLICABLE (PREVIOUSLY QUALIFIED SOURCES). Technical data package will be made available at FBO concurrent with posting of the RFP. The approximate RFP issue date will be on or around 04 April 2009. Electronic procedures will be used for this solicitation at www.fedbizopps.gov only. NO TELEPHONE REQUESTS WILL BE HONORED and no hard copies will be mailed out. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. The Government will evaluate past performance utilizing the Past Performance Information Retrieval System (PPIRS). Proposals will be evaluated and award made in accordance with the evaluation criteria stated in the RFP. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW RATINGS IN PPIRS FOR ACCURACY AS SOON AS POSSIBLE. All questions regarding the RFP and/or the data packages must be submitted in writing to Michelle.Cames@robins.af.mil with copy to Kathryn.Canady@robins.af.mil. NO TELEPHONE QUESTIONS. All questions and answers will be uploaded to www.fedbizopps.gov. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal. See Government-Wide Numbered Notes 1, 12, and 26. THIS REQUIREMENT IS SET ASIDE 100% FOR SMALL BUSINESS PARTICIPATION.
