Description
This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2), the Department of Defense Grants and Agreements Regulations (DODGARS) 22.315(a), or DOD's Other Transaction Guide for Prototypes. A formal Request for Proposals (RFP), other solicitation, and/or additional information regarding this announcement will not be issued This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) will not issue paper copies of this announcement. The NSWCDD reserves the right to select for award all, some, or none of the proposals in response to this announcement. NSWCDD reserves the right to fund all, some, or none of the proposals received under this BAA. NSWCDD provides no funding for direct reimbursement of proposal development costs, cost of travel for briefings or participation in briefings or demonstrations. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. It is the policy of NSWCDD to treat all proposals as sensitive competitive information and not to disclose their contents. All responsible sources from industry and academia may submit proposals under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals and join others in submitting proposals. However, no portion of this BAA will be set aside for HBCU and MI participation. This announcement will remain open for one (1) year from the date of publication or until replaced by a successor BAA. Only the proposal received by April 17, 2009 will be considered for participation in the briefings and demonstration. Proposals may be submitted at any time during this period but they will not be given the opportunity to brief the government or participate in a demonstration. Please note: This is a REQUEST FOR INFORMATION ONLY, NOT A SOLICITATION. Any proposal or quote for future funding will not be considered. There is not any funding available to fund any work. This announcement is a call for white papers from industry, academia, laboratories, and relevant developers that wish to make known to the DoD their intent to participate and a short description about their system. Based on the contents of the white papers, submitters may be selected to individually and privately present to a DoD-only audience of program/project managers/engineers and specified support contractors. The government reserves the right to decline the participation of an applicant if they feel the proposal does not meet the intended scope of the investigation. Presentations shall not contain classified material. The United States Marine Corps and other DoD services intend to gather information about the current and future state of the art for ground based man-portable laser designators. The knowledge gained from this investigation will help the DoD to plan R&D efforts and to generate future specifications that allow for state of the art equipment to be available to the warfighter. The government is interested in systems that are lighter, smaller, more power efficient, and more capable than the current systems. The government is also interested in innovative approaches to fulfilling the role of laser target designating, day/night laser spot imaging, and target marking including 3-5 um lasers.The intent is to provide the respondent the opportunity to give a one hour briefing to an audience of multi-service government only and specified support contractors about their ideas, concepts, and technologies that apply to ground based man-portable laser designators, markers, & laser spot imagers. If participants have hardware they wish to demonstrate, a second day will be provided where participants can set up on a laser range to allow the government observers to operate the systems. Participation in the field demonstration portion is not required. Systems participating in the field demonstration will be subject to a safety assessment. System Characteristics for the topic area of interest / objectives are as follows:The USMC currently uses the AN/PEQ-1B Ground Laser Target Designator (GLTDII), AN/PEQ-1A SOFLAM, AN/PEQ-17 Portable Lightweight Designator/Rangefinder (PLDR), and the AN/PAS-25 Thermal Laser Spot Imager (TLSI). The joint services have an Initial Capabilities Document for the Joint Effects Targeting System that describes the objective characteristics of a Target Location/Designation System (TLDS). Some of the objective characteristics applicable to this synopsis include:.Target Marker: >4km.Day/Night Laser Spot Imager: >8km.Designator Range: >8km.Target Location/Designator System Weight: <5 lbs for designation module and batteries.Total TLDS weight: <15 lbs (including tripod, batteries, and cables) Designator output energies of at least 50 mJ are acceptable. A system that uses a novel approach or addresses a specific designator mission and does not meet these same characteristics could still be of interest.Application and Submission Process for White PapersAll white papers submissions will be protected from unauthorized disclosure in accordance with FAR 15.207, applicable law, and Department of Defense and Department of Navy regulations. Offerors are expected to appropriately mark each page of their submission that contains proprietary information. Submitted white papers shall not contain classified material. All white papers submitted for topics may be considered. The government reserves the right to decline the participation of an applicant if they feel the proposal does not meet the intended scope of the investigation. White papers should be written in MS Word format, photos and illustration should be in either.jpg or.pdf format. The white paper shall be emailed to bonnie.impastato@navy.mil no later than May 4, 2009. Hard copies submissions are neither required nor desired. White papers should be formatted as follows: A. Cover Page (one page) - identify offeror by name and address, include point of contact (Office of Sponsored Programs, etc.) with telephone number and email address, include date of submission, indicate that submission is in response to this BAA. Intent to participate in the field demonstration must be expressed. If a Navy Laser Safety review has been done it can be included as an enclosure. If it has not been done, that should be stated.B. White paper (two pages)- The paper should describe the current system and the future plans for further development. The description should show some consideration to the system characteristics included in this announcement. Evaluation and notification:Based upon the white papers, NSWC will determine if the candidate system meets the general scope of this announcement. All candidates accepted by NSWC will be sent a notification inviting them to the briefings, requesting a POC for coordination and any other scheduling information available at that time. The candidates who are determined to not fit the scope of this announcement will be notified as such. Briefing:The date and location of the briefings will be determined after all white papers are received. The briefings will be conducted at NSWCDD Dahlgren, VA or USMC Quantico, VA. The briefings will have a time limit so that each participant can be efficiently scheduled. The scheduled time will include a time for questions at the end of each brief. The participants will be required to submit a CD (no memory sticks or hard drives can be used) of the briefing in Microsoft PowerPoint format before beginning their presentation. Copies of the briefing material will be provided to the government audience. Field Demonstration:Each respondent that wishes to participate in the field demonstration will be required to show proof of a Navy laser safety review. If a review has not been done, NSWC will schedule a preliminary laser hazard evaluation with the laser safety personnel at NSWC. The system can be sent to NSWC for evaluation but it would be preferred if personnel from the submitting company would participate in the evaluation. The exact date and sequence of events will be determined by the number of respondents and safety issues. The demonstration may be conducted at NSWCDD or within an hours drive. Questions regarding this announcement may be submitted to NSWCDD (Code CXS11-4), 17632 Dahlgren Road, Suite 157, Dahlgren, VA 22448-5100, or email to bonnie.impastato@navy.mil. This announcement will remain open and white papers will be accepted through May 4, 2009. Awards may be made at any time after this notification is published, but only those offerors who have submitted white papers will be considered. Early submissions are encouraged. This notice constitutes a Broad Agency Announcement (BAA) for Scientific and Engineering Research for Naval Surface Warfare Center, Dahlgren Division, and, as such, solicits the participation of all offerors capable of satisfying the Government's needs. This BAA should not be construed as a commitment or authorization to incur costs in anticipation of a grant, cooperative agreement, other transaction, or contract; the Government is not bound to make any awards under this announcement.
