Description

The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with The Boeing Company, St. Louis, MO for the acquisition of two (2) Speedbrake Hinge Locator Tool Locator kits, P/N DA132M1040 to support operational sites, Naval Air Station Kingston (NASK) Texas and Naval Air Station Meridian (NASM) Mississippi, for the T-45 aircraft. This tool is required to not only ensure alignment between the upper and lower hinge fittings, but also to fix the location of these hinge fittings in the speed brake well, if the original location is lost due to hole elongation on the airframe. The resultant delivery order of the above solicitation will be placed under BOA N68335-06-G-0024. The Government intends to procure the Speedbrake Hinge Locator Tool kits under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
