- NAICS Code: 541990 NAICS Code: 541990 - The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance?s Agriculture Center, located in EPA Region 7, intends to award a sole source fixed-price purchase order under the authority of Federal AcquisitionRegulation (FAR) part 13, Simplified Acquisition Procedures to Avey Information Management (AIM) for compliance assistance support services for the agricultural community. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that AIM is uniquely qualified to satisfy the Government?s requirements, as they have been the sole provider of compliance assurance support services (including on-site requirements) for all past procurements with the Agriculture Center. Required services of the awarded contractor include managing the Ag Center?s document distribution lists, developing or editing compliance assurance materials, compliance assistance packages and outreach documents; developing and revising communication strategies, etc. Previous competitions of similar requirements for this office have not found any other company able to complete all of the requirements of the Statement of Work. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement as stated herein may request a copy of the Statement of Work and submit a capability statement, which if received by the response date of this announcement must provide evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
