- FILLMORE OFFICE BUILDING: The Bureau of Land Management (BLM) intends to issue a Request for Proposal (RFP) ) to award a single, firm fixed-price contract for non-personal services in which the contractor shall furnish all supervision, labor, equipment, supplies, and materials necessary to construct a new BLM administrative office building (9700 GSF). Construction includes concrete slab on grade with split face CMU veneer and EIFS exterior, steel frame with steel stud infill walls, roof mounted packaged HVAC units, low flow plumbing fixtures, high efficient lighting with occupancy and light sensing controls, door access control system, and low VOC paints, adhesives, and coatings. Exterior work includes landscaping, parking, fencing, covered parking structure, 10 kW grid-connected photovoltaic array, and storm water retention. The building will undergo the US Green Building Councils LEED certification process with an anticipated award of Gold. Contractor shall have demonstrated experience with the LEED rating system and show expertise in construction activity pollution prevention, waste management, recycling, documenting material recycled content, location of manufacturer, execution of indoor air quality management plan during construction and before occupancy, and other areas critical to the successful achieving of the LEED rating. A LEED accredited professional on the contractors staff is preferred. The work is located in Millard County, Utah. This acquisition will be advertised on an unrestricted basis and is open to both large and small businesses under the Small Business Competitiveness Demonstration Program. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The estimated price range is between $1,000,000 and $5,000,000. The anticipated period of performance is 320 calendar days after receipt of the Notice to Proceed. Bonds will be required as follows: Payment and Performance bonds - 100% of the contract price. The official solicitation will be available by electronic posting only and may be found at www.fedbizopps.gov. Amendments, if/when issued, will be posted to www.fedbizopps.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. Offerors will be required to print the solicitation documents for submission of their proposals. The solicitation, specifications and drawing documents will be posted on or about March 30, 2009. The tentative date for the pre-proposal conference is on-or-about April 15, 2009, 10:00 a.m. local time at the Fillmore Field Office in Fillmore, UT. Interested contractors are encouraged to attend. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by April 24, 2009 at 2:00 p.m. MST via e-mail (preferred) to Jennifer_Harris@blm.gov or faxed to (303) 236-0590. The solicitation closing date is scheduled for on-or-about April 30, 2009. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3, Source Selection Procedures. Evaluation factors include Technical Capabilities, Past Performance and Price. The Government intends to award without discussions. Contractors are required to:1. Register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, 2. Register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov. 3. Register or update their registration at the FedConnect website at http://www.fedconncect.net. This solicitation is not a sealed bid acquisition and there will not be a formal public bid opening.
