Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. This procurement is not set-aside (full and open). FAR 19.502-2(a) SBSA requirement is dissolved per DD Form 2579 dated 26 Jan 2009 for the purpose described below. Anticipated Sole Source to Kidde Fire Trainers, Inc (KFT) Cage Code 06003. Training device 19F6 was procured through a trainer conversion which was competitively awarded to Kidde Fire Trainers, Inc (Procurement Contract N61339-07-C-0089). The initial spare parts kit list, which was accepted by the Government, has been determined to require additional spares based on realized / forecasted component failure rates and potential impact of such component failures. The baseline of the 19F6 training device is Kidde Fire Trainers, Inc’s T-1000 commercial trainer. Though modified for the purposes of satisfying the conversion requirements of the procurement contract, the components and design of the trainer remains proprietary to Kidde Fire Trainers. Though some or all of the required components for the spares purchase may well be derived from non-prime vendors, the components are modified in form and / or function to satisfy T-1000 specific use purposes. The components are listed in the technical data delivered under the procurement contract, which were proposed with limited rights as specified in DFARS Clause 252.227-7025. This restriction prohibits the Government from providing any component specific drawings or specification outside the Government. Therefore, the T-1000, and subsequently the 19F6 components required are available from only the original trainer manufacturer. Any vendor asserting that it is a distributor for the parts identified below is invited to submit a quotation. Quote is requested for CLIN 0001, KFT Part 1R1-002-129-003, AC Drive, Var Freq, 40HP, 460V, 3PH (1 each), CLIN 0002, KFT Part 1R1-002-129-002, AC Drive, Var Freq, 20HP, 460V, 3PH (1 each), CLIN 0003 KFT Part 2C1-003-749, Valve, Solenoid, 3 Way, 120 VAC (Rev D) (1 each), CLIN 0004, KFT Part 2C1-001-649, Regulator, Gas Pressure (Rev D) (1 each), CLIN 0005, KFT Part 2C1-003-786, Sensor, Thermocouple (1 each), CLIN 0006, KFT Part 2C1-004-274, Valve, Solenoid, 3-way, 24 VDC (1 each), CLIN 0007, KFT Part 2C1-004-516, Valve, Shut-off, Auto, 4” Flange (1 each), CLIN 0008, KFT Part 2C1-004-372-002, Valve, 2” Flanged, Auto, 230V, MTR, 24V SLD (Rev A) (1 each), CLIN 0009, KFT Part 1R1-002-137, Panel Operator INT MMR (Programmed) (1 each), CLIN 0010, KFT Part 1R1-002-138, Panel Operator INT AVTN (Programmed) (1 each). Delivery to Naval Station Pearl Harbor, HI. Delivery date no later than 10 weeks after order. UNIT PRICE FOR EACH ITEM SHALL BE QUOTED AS FOB DESTINATION (SHIPPING EXPENSES INCLUDED). The following FAR and DFARS Clauses apply: 52.212-4, 52.212-5 (b) (16, 17, 18, 19, 20, 22, 25(i), 30(ii), 32 and 37), 52.252-2, 252.211-7003, and 252.212-7001 (b) (1, 18 and 21(iv)). The following FAR and DFARS provisions apply and must be submitted with quote (if certification): 52.212-1, 52.212-3, 52.225-4, and 252.212-7000. Use of Online Representations and Certifications Application (ORCA) is mandatory. Payment will be made upon Government acceptance of electronic invoice which must be submitted via the Wide Area Work Flow (WAWF) system. Award will be made to the lowest price offeror meeting the requirements stated above.
