- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is (777-09-13). The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as full and open competition under standard industrial classification code 8621, NAICS Code 813920; size standard is $7.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 - Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm-fixed contract. Quote are due Thursday March 12, 2009 by 12:00 pm CST to Linda Eley, linda.eley@va.gov, or fax to (314)894-6436. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote. Statement of Work (SOW) 1. Scope and Objective The contractor shall provide the webmaster for the Office of Quality and Performance Accreditation Webpage a total of 6 Joint Commission Survey Guide Topics in PDF format to be posted for one year from commencement of contract. The webmaster for Office of Quality and Performance (OQP) Accreditation Webpage has agreed to post the PDF file for VA employee viewing and/or printing on the intranet as part of VA's continuous readiness program. Additionally, the webmaster for the Office of Quality and Performance Accreditation Webpage has agreed to make room for these files on the OQP server as well as store and maintain them. 2. Background E-dition is the enhanced, electronic version of The Joint Commission's Comprehensive Manual. Not only will you get fast, access to most standards from any web-accessible workstation, E-dition delivers additional tools that make it simpler than ever to maintain compliance. E-dition is designed to help staff quickly find the information they need. Whether it is quick navigation to the details or full-text searching, even occasional users can effectively use the site. Performance Requirements and Performance Standards a. Task 1: The contractor shall provide the Office of Quality and Performance (OQP) Accreditation Webmaster 6 PDF files (one for each of the topic areas listed under 3 above) commencing within 2 weeks of the finalizing of this contract and ending one year from that date to be posted on the OQP Accreditation Intranet site for VA employees to view and/or print. 6. DELIVERY AND APPROVAL All tasks identified will be completed in coordination with Rosene Monfore, RN, EES Project Manager. 7. DELIVERY SCHEDULE a. Tasks 1 The contractor shall deliver to webmaster Office of Quality and Performance six 6 (6) 2009 E-dition Accreditation Process Manuals in PDF format to be posted on the OQP website. 8. NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL ELECTRONIC AND INFORMATION TECHNOLOGY PROCUREMENTS (SECTION 508) Not Applicable per Joe Schaeffer as there is no content developed by the VA or in conjunction with the VA. This is purchased content for the Office of Quality and Performance Accreditation to support their joint commission continuous readiness program. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY (EIT) STANDARDS Not Applicable per Joe Schaeffer as there is no content developed by the VA or in conjunction with the VA. This is purchased content for the Office of Quality and Performance Accreditation to support their joint commission continuous readiness program. 9.
