- Defense Information Technology Contracting Organization (DITCO) plans to issue a sole source extension modification for the DISN Transmission Services - CONUS / Access Optimization (DTS-C/AO) Contract HC1013-06-D-2006 with AT&T. The proposed modification is a continuation and extension of the work performed by AT&T. DISA intends to extend the existing contract with AT&T to allow for the sustainment of services until approximately 400 circuits can be transitioned off the existing contract. The modification will extend the period of performance from 27 July 2009 to 26 Jan 2010 with one additional six month option. The DTS-C/AO contract provides T-1 through OC-N transmission services for the Department of Defense and its Services and Agencies and other Federal Departments within the Continental United States. In addition to transmission services, the DTS-C/AO Contract provides (as specified by the Government) post, camp, and station wiring to accommodate transmission service delivery to identified Service Delivery Point(s) (SDP). The contractor must maintain any equipment they installed and provide trouble administration functions to enable users to report problems that effect service, to resolve reported problems, and to determine the status of trouble reports. The DTS-C/AO contractor ensures the protection of the circuits and the network management data transported or contained within the circuits. The contractor provides administration, operations and maintenance support sufficient to ensure continued operation of the DTS-C/AO services in accordance with the specific requirements of the contract. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The DTS-C/AO circuits must remain with the existing contractor until they are either transitioned to another contract or discontinued. AT&T is the only vendor capable of providing continuous, uninterrupted transmission service after 26 July 2009 for the users of the contract. No other contractors would be able to have all the required circuits in place that can provide service to the required locations prior to the expiration of the DTS-C/AO contract.
