Description
Sources Sought announcements are issued to assist the Defense Threat Reduction Agency (DTRA) in performing market research to determine industry interest and capability to obtain company demographics, benchmarking information and industry ideas for an acquisition approach. This Sources Sought announcement is not a Request for Proposal (RFP) and at this time, no solicitation exists. Introduction: The Agency’s mission is to safeguard the United States and its allies from Weapons of Mass Destruction (WMD) by providing capabilities to reduce, eliminate and counter the threat and its effects. This mission dictates a diverse set of customers and unique mission requirements. The Agency’s Enterprises requirements are equally diverse and unique. DTRA proposes to set aside this requirement for Small Businesses capable of providing Information Assurance Support to DTRA. Background: DTRA intends to award a firm fixed price requirement for Information Assurance Support Services. Requirements: DTRA intends to procure services to provide support to the Agency. Issuing a Request for Proposals (RFP) for Information Assurance Support Services at the headquarters in Fort Belvoir, VA. The contractor shall provide the personnel necessary to perform Information Assurance Support services. The North American Industry Classification System (NAICS) code is 541513. All interested contractors are asked to submit their capabilities statement to meet this requirement with all skill categories. All capabilities statement must be submitted to Mr. Eric Rode no later than 11:00 AM, March 19, 2009 at eric.rode@dtra.mil. All future information about this acquisition, including solicitation and amendments, will be distributed through the FEDBIZOPS web site. All questions should be submitted via email. Interested parties are responsible for monitoring the web site to ensure that they have the most up-to-date information about this acquisition. The following provides a list of the support required: Information Assurance Support The contractor shall provide over-arching technical support in the area of information assurance specifically support projects, initiatives, and programs within DTRA Office of the Chief of Information Officer (OCIO), which relate to the Federal Information Security Management Act, to facilitate integration and coordination efforts across functional elements within and external to DTRA. The contractor shall attend meetings or workgroups to coordinate for and report back to the OCIO. Provide over-arching technical, analytical, and information assurance support to the CIO to support functions and missions of the OCIO. Prepare strategies, plans, and reports in OCIO areas of responsibility for submission to CIO, DTRA Senior Leadership, DoD CIO, Office of Management and Budget, or Congress. Conduct studies, develop innovative ideas and strategies to assist the DTRA CIO in determining how to best structure and execute assigned programs. Develop program strategy options and assess proposed strategies; advise DTRA CIO and other senior leaders on strategic plans. Provide rapid response support for time-sensitive assessment and resolution, including individual unique skill sets and/or team capabilities. Identify program execution efficiencies and develop appropriate implementing actions. Facilitate issue resolution through the integration and coordination of efforts across functional elements internal and external to DTRA. Support preparation for and/or execution of various meetings or reviews, including those of the DTRA, Department of Defense, or other Government or Private sector forums. The guidelines to be used in support of this effort are broadly stated and require interpretation of DTRA and DoD Directives, Instructions and Guidance, Executive Orders, and Federal Laws. Potential sources must use judgment and ingenuity to interpret the meaning of the available guidelines, and provide guidance where no guidelines exist. Capabilities: Potential sources must have the education and/or experience to exhibit technical proficiency that demonstrates an in-depth knowledge and background in Information Assurance support services in a performance-based Department of Defense environment. Must have good communications skills in English (verbal, written, and computer). Must have the ability to effectively plan, organize, and execute assignments, ability to complete all task in a timely manner with minimal oversight, have extensive knowledge of technical editing and analysis techniques. Sources must demonstrate experience and ability to provide an adequate number of cleared personnel, at the Secret level. Responses: Offerors having the required capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought. Interested offerors should provide within their electronic responses the following: 1. Company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUBZone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned Small business. 2. Ideas/Recommendations for an acquisition strategy to satisfy the stated requirement (e.g. single contract, single award IDIQ, multiple award IDIQ, SEAPORT, GSA Federal Supply Schedules, etc) Responses shall not exceed five (5) pages in total. Please submit responses to Eric Rode at eric.rode@dtra.mil, no later than March 19, 2009 at 1100 hours Eastern Time. DTRA will provide additional information and release draft documents as they become available. DTRA will not entertain ‘one on one’ meetings at this time or questions via phone.
