- This is a Sources Sought Notice Only. This is not a request for proposal. The Department of Veterans Affairs, Richard L Roudebush VA Medical, Indianapolis, IN is conducting market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Hubzone Small Businesses, or 8(a) firms capable of performing the requirements to warrant a solicitation set-aside. The proposed solicitation "Seamless Integrated Care Clinics Project" located at the VA Medical Center Indianapolis, IN, consists of construction a 3rd and 4th floor over the existing E-Wing (warehouse and 2nd floor eye clinic within Building 1. The construction of the 3rd and 4th floor will be approximately 12, 000 sq ft. each of new construction. Phasing of all work will be coordinated as construction will take place over the occupied 2nd floor eye clinic and ground floor warehouse and be tied into the occupied 3rd and 4th floor D Wing Research and Rehab spaces. Work will include: general construction, alterations, electrical, mechanical, plumbing, utility systems, removal of existing structures, and construction of other items. Estimated construction cost is between $5,000,000 and $10,000,000. Firms must demonstrate they have the bonding capacity for a contract award between $5,000,000 and $10,000,000, demonstrate their capability of performing 15% of the total work with their own forces, and provide documentation of their experience as a prime contractor for similar size projects and complexity,. The proposed solicitation is planned for issue in April 2009. Firms having the skills, qualifications and capabilities to perform this work are invited to provide information to contribute to this market survey effort to assist in planning the method of procurement. Responses must include 1. Company Name, 2. Address, 3. Point of contact, 4. Phone Number, 5. Fax Number, 6. Email address, 7. Construction Experience as a prime contractor for similar size projects and complexity, 8. Bonding capacity, and 9. Demonstration of capability of performing 15% of the work with their own forces. This is NOT a Request for Proposals. The response date to this Sources Sought Notice is March 16, 2009 at 2:00 PM. This market research is for informational and planning purposes only to determine if a set-aside is appropriate. The Government will not pay for any costs for responses submitted.
