Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25. This is an unrestricted solicitation. Contractors must be actively registered in the Central Contractor Registration (CCR) to be eligible for award, along with the ORCA website ( FAR 52.212-3). Register at www.ccr.gov, and https://orca.bpn.gov. Applicable NAICS code is 611519. See below for description of services requested. Award will be made to the lowest offeror whose services meets the Governments minimum needs. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Clause at FAR 52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisition. Clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items applies to this acquisition to include the following FAR clauses: 52.222-3 Convict Labor, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans, 52.222-39 Notification of Employees Rights Concerning Payment of Union Dues or Fees, 52.222-50 Combating Trafficking in Persons, 52.225-13 Restrictions on Certain Foreign Purchases, 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration. DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items is applicable to include: 252.232-7003 Electronic Submission of Payment Requests, and 252.247.7023 w/ Alt III Transportation of Supplies by Sea. **The following must be furnished with the quotation: 1. Complete descriptive literature for the training proposed along with certification requirements for instruction; 2. Prompt payment terms; 3. Completed copy of the provision at FAR 52.212-3 (Alt I) Offeror Representations and Certifications Commercial Items; 4. Completed copy of provision at DFARS 252.212-7000 Offeror Representations and Certifications--commercial Items. POC for this solicitation is Michelle Kelley, telephone 915-568-3572 or email at michelle.d.kelley@us.army.mil. 1.Scope of Work- This training requires that the contractor shall provide a Pro Board or IFSCA certification course for NFPA Rescue Technician-2. The training shall consist of four days of Structural Collapse Training, and three days of Trench Rescue Training, followed by two days of written testing and performance evaluations for Pro Board or IFSCA certification. The contractor is responsible for all food, travel, lodging expenses, coordinator fees, student manuals, and Certificates of Completion. 2.Fort Bliss Fire & Emergency Services will provide the classroom, all necessary audiovisual adjuncts, and a training site for conducting practical exercises. 3.Training will be held approximately 11-19 May 2009. 4.The training will be conducted for 20 Department personnel previously certified at the Technician 1 Level. 5.Training will meet the certification levels of NFPA Standard for Rescue Technicians to comply with AR 420-1 and DODI 6055.6 regulations.
