Description
1. No public notice advertised this repetitive small disadvantaged 8(a) acquisition and sole source solicitiation as authorized by FAR 19.8 implementation of Federal Statute Small Business Act in accordance with the Small Business Administration (SBA) Memorandum Of Understanding (M.O.U.) approved February 20, 2009. 2. Effective competition for the first time since 1997 resulted from an UNRESTRICTED pre-solicitation synopsis advertising this annual requirement of the centralized agency Radiation Safety Officer of the Air Force (RSO) on FBO. Effective competition resulted in four technically capable companies providing responsive offers to the Contracting Officer. The Contracting Officer received responsive offers from two large sized companies and responsive offers from two small 8(a) companies. Budgetary estimated unit prices from both technically capable large companies exceeded the lowest unit price offer. 3. The Contracting Officer received to acceptable offers from two different small disadvantaged 8(a) businesses and had a reasonable expectation of effective price competition. Sole source 100% 8 (a) set aside negotiations were restricted to the incumbent contractor that submitted the lowest price technically acceptable offer. 4. This acquisition like prior annual awards for these same services since 1997 remains a sole source 8(a) award because total award value (price) remains far less than the SBA minium dollar threshold of $3.5 Million typicially required for competitive 8(a) awards.
