Description
Justification and Approval - FAR 6203-1 Notice of Intent to award a sole source contract to Accuity, Inc. Accuity is required to conduct a Data Pilot Proof of Concept (POC) study to assess the potential value of implementing Accuity's Asset Verification Program for verifying bank account balances of applicants and receipts of VA's needs based programs (i.e. Improved Pension). The Data Pilot POC will be conducted using proprietary processing data collected during normal operations of a similar AVS program conducted exclusively by Accuity. The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), anticipates approximately 280,000 needs based claims requiring verification of bank balances per year. In accordance with FAR 6.302-1, Accuity, Incorporated (a division of SourceMedia, Incorporated, Skokie, Illinois), is the only known source capable of providing the asset verification processing data necessary to conduct the proposed Data Pilot POC to assess and report on the potential value of implementing an AVS to assist in determining the eligibility of applicants/recipients requesting financial assistance through one of VA's needs based programs. Since the data is collected from the actual operation of Accuity's AVS, Accuity is the sole source and proprietary owner of the information required to conduct the Data Pilot as it has been proposed. Accuity is a data and software company which has the proven capability to combine superior financial institution data intelligence, advanced technologies and comprehensive community development programs to create AVS which will greatly enhance the agency's ability to accurately and efficiently determine the eligibility status of individuals applying for financial assistance. Accuity currently operates an AVS program for the Social Security Administration's Supplemental Security Income program. The AVS has utilized Accuity's unique expertise. Since 1911, Accuity has been the official registrar of American Bankers Association (ABA) Routing and Transit numbers for all U.S. financial institutions. In this role, Accuity maintains the most comprehensive database of financial institutions for asset verification routing. Accuity's AVS is used in developing cooperative relationships between the U.S. financial institutions community and various process endpoint to ensure that the information being provided not only expedites the eligibility determination process, but also enhances the agency's ability to prevent payments to ineligible recipients and detect potential cases of fraud and abuse. Accuity is the only source with existing AVS data that can be utilized to perform the Proof of Concept Data Pilot for the Department of Veterans Affairs. Since 2003, Accuity has operated a highly successful version of the Asset Verification Program for the Social Security Administration. During the five plus years of performing this service this requirement has been solicited on the open market on numerous occasions and no other company has ever submitted a bid nor has ever claimed to have any capabilities remotely close to Accuity. This service will be procured under Firm Fixed Price in accordance with FAR 12 and 13 procedures and Other than Full and Open Competition as authorized under FAR 6.302-1.
