Description
NOTICE: ALL RESPONSES TO THIS REQUEST FOR EXPRESSION OF INTEREST MUST BE SENT BY EMAIL TO ANNE RIMBERT (ahrimbe@sandia.gov). DO NOT SEND ANY QUESTIONS OR RESPONSES TO POSTING AGENT. SUBJECT: REQUEST FOR EXPRESSION OF INTEREST/CAPABILITIES TO PROVIDE: Testing Capabilities for Production Level Photovoltaic (PV) Modules. The main goal of the project is to develop an industry partner capable of performing testing and analysis of PV modules with the high accuracy and quality demanded by the Sandia Photovoltaic Array Performance Model. PHASE 1: Contractor shall develop PV module testing and analysis capabilities on par with those already implemented at Sandia National Laboratories in order to characterize the modules according to the Sandia Photovoltaic Array Performance Model. Developing testing and analysis capabilities includes building/buying necessary hardware and software, as well as employing personnel capable of performing testing and analysis on PV modules. Contractor shall also produce documentation to ensure continued quality work, including process and training documents. PHASE 2: Contractor shall purchase, test, and analyze commercially available modules according to the test capabilities developed in Phase 1. A standardized report on each module shall be provided to Sandia including test results, module parameters, and obstacles encountered. Initially in Phase 2, Sandia will enter module results into the module database file and train the contractor in the maintenance of the database file. At the completion of Phase 2, the contractor shall be capable of maintaining and growing the database file, and will be expected to enter test results into the database in the future.
