- REQUEST FOR INFORMATION / MARKET SURVEY Responses due close of business 11 MAR 2009. The purpose of this Sources Sought Synopsis is to seek SEAPORT 8(a) and Small Business contractors that are eligible and qualified to compete for the SWRMC Hull, Mechanical, Electrical and Electronics (HM&E) professional engineering services contract for a base year plus four option years commencing approximately June 2009. Subcontract opportunities may also exist as a result of the anticipated solicitation and award. The business preference program will consider set aside for SEAPORT prime contractor 8(a), SB and then unrestricted based upon the results of ongoing market survey and this sources sought synopsis. Contractors must satisfy the business size restrictions as of the estimated date of award. Eligible and qualified SEAPORT SW Region 6 prime contractors only are requested to reply with relevant past performance history and references. Large business concerns are also requested to provide relevant corporate subcontracting goals. Brief scope and background information is provided below. Draft SOW is attached. Contract Type: The contemplated will be a LOE cost-plus-fixed-fee SEAPORT task order with a base year plus four option years. Incumbent: Epsilon Systems Solutions, Inc., Contract No. N00244-05-D-0045 Scope The Fleet and Industrial Supply Center San Diego intends to issue a solicitation for engineering, technical, training, installation, repair and program support services. The scope of work includes providing qualified personnel, tooling, equipment and necessary facilities to perform troubleshooting and failure mode analysis, engineering, field engineering, technical support, fleet support, industrial support and installation services to support SWRMC's Production Department, Engineering Department and Waterfront Operations Department programs. Majority of work will be accomplished in San Diego, California, however the task order will include requirements in Port Hueneme, California; Pearl Harbor, Hawaii; Seattle, Bremerton and Everett, Washington; Charleston, South Carolina; Norfolk, Virginia; Philadelphia, Pennsylvania; Washington, D.C.; Yokosuka and Sasebo, Japan; Singapore; the Arabian/Persian Gulf Area of Operations (including Bahrain, Jebel Ali and Dubai); Korea; Guam;! and at sea on various U. S. Navy, U. S. Coast Guard, Military Sealift Command (MSC) and Foreign Military Sales (FMS) ships, vessels and craft. This effort is a total small business set-aside.
