- Description
- The Space and Naval Warfare Systems Command (SPAWAR) on behalf of theProgram Executive Office - Command, Control, Communications, Computersand Intelligence (PEO-C4I), Tactical Networks Program Office (PMW 160),intends to issue Request for Proposal (RFP) number N00039-09-R-0027 for theprocurement of Common Afloat Networks and Enterprise Services (CANES). The primary goals of the CANES program are to: 1) Consolidate and reduce thenumber of afloat networks through the use of mature cross domaintechnologies and common computing environment infrastructure; 2) Reducethe infrastructure footprint and associated costs for hardware afloat; 3)Provideincreased reliability, application hosting, and other capabilities to meetcurrentand projected warfighter requirements; and 4) Federate NCES Service OrientedArchitecture (SOA) Core Services to the tactical edge. The Government anticipates a full and open competition for the award of twoindefinite delivery / indefinite quantity (IDIQ) contracts for the systemdesignand development of CANES over a fourteen month period of performance on acost-plus incentive fee (CPIF) basis. Following the system development effort,a competitive down-select will be conducted to select one of the two awardedcontracts for continuation of performance of option items. Option itemsincludefirm-fixed price (FFP) production units, FFP spare parts and cost plus fixedfee(CPFF), CPIF and/or FFP engineering support services. This procurement will require large business offerors to submit a SmallBusiness Subcontracting Plan demonstrating efforts to provide subcontractingopportunities for Small Business (SB), Small Disadvantaged Business (SDB),Women Owned Small Business (WOSB), Veteran Owned Small Business(VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), andHistorically Underutilized Business Zone (HUBZone) Small Business. A draft RFP for this procurement was posted to the SPAWAR E-CommerceCentral website on 11 December 2008. The final RFP is anticipated to beissued without further notice in late March 2009 and will be available tointerested parties, along with any amendments issued, solely on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/). Contractaward is estimated for December 2009.
