Description
The Naval Air Warfare Center, Training Systems Division (NAWCTSD), Orlando, FL intends to issue a Firm Fixed Price (FFP), sole-source contract modification to KITCO Fiber Optics, Inc. under contract N61339-05-D-0020 until the full scope of the requirement can be solicited competitively. This contract provides technical, administrative, and instructional training in support of the Navy Fiber Optics Maintenance Course (CIN 670-0063) at various Fleet Concentration Areas (FCAs), including Groton, CT, Guam, Ingleside, TX, Mayport, FL, Norfolk, VA, Pearl Harbor, HI, Port Hueneme, CA, San Diego, CA, Sasebo, Japan, Silverdale, WA, and Yokosuka, Japan. The modification will increase the contract ceiling by $590,000, from $1,640,769.65 to $2,230,769.65. The contract’s period of performance remains unchanged and will run through 16 April 2010. There is currently a requirement for training to take place starting April 2009. Although more than one source may be able to fulfill the requirement, this would result in an unacceptable delay of work in fulfilling the agency’s requirements; therefore, the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Any firms believing they can provide this training may submit a written response outlining their ability to fulfill the Government’s requirement. This response must be received at the Contracting Office no later than 15 days after the date of publication of this notice. It must also clearly show the firm’s ability to be responsive without compromising the quality, accuracy or reliability of the training and without causing an interruption of services. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
