Description
PROJECT REFERENCE NUMBER: N6945009RM862 This announcement is a sources sought notice for the design-build construction of proposed improvements to two runways and two main taxiways at NAS JRB, New Orleans, which provides means for Navy, Marines, Air National Guard, Army, and Coast Guard to fly their aircraft. This joint use, proposed project includes replacement of runway lights, guidance signs and taxiway lights (with LED). Transformers/ pads, all new electrical conduits and circuits, main 5kv feed, control panels, threshold lights, waveoff lights, handholds, vaults, helipad lighting system and wind socks. Repaves shoulders on runway 4-22, runway 14-32, taxiways A, B, J & K are also proposed along with regarding the adjacent shoulder areas to provide positive drainage runoff. There is also some minor runway repairs in addition to shoulder work and replacement of arresting gear. Demolition of existing electrical lights, conduits, paved shoulder on runway 4-22 and miscellaneous electronic equipment is also proposed. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Specifications or drawings are not available. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Market Research is being conducted to determine the level of interest and capability of Small Businesses as potential sources for this design-build project. This announcement is for Market Research purposes only. If adequate numbers of qualified responses are received from small business entities, the acquisition may be solicited on a set-aside basis. The NAICS Code for this project is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $33,500,000. Under the FAR guidelines, the prime contractor must have the capability to perform at least 15 percent of the contract work with its own employees. The Government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions. A decision will be made whether to issue the solicitation as a competitive set-aside for 8(a), HubZone, Small Business, or Service Disabled Veteran Owned contractors: first priority; issue a solicitation as a small business set-! aside: second priority; or whether to issue a solicitation as full and open competition (unrestricted): third priority. The solicitation number for this announcement will be determined at a later date. A Firm Fixed Price (FFP) type contract is anticipated. The proposed Design-Build construction contract will have an estimated construction budget of over $10M. Award will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government. Provide information on your firm's experience, past performance and financial strength to handle this contract. Also provide information on your staffing plan that will give the Government a high level of confidence that the work will be completed within project time and budget constraints and will meet the Government's quality expectations.A - Provide information concerning your Experience on similar projects and how well you performed on those projects including the following:Three at a minimum to five at a maximum of similar projects being completed within the last 5 years, to include a description of the project, construction cost, completion date, information demonstrating satisfactory performance, and contact information for references. For design/build projects, also include the name of the A/E firm used and your relationship with that A/E; i.e. how many projects you have collaborated on, etc. B - Provide the following Financial information:1. Letter from your surety indicating your bonding capacity for a single project and total aggregate bonding capacity. 2. Provide the first page of your Central Contractor Registration (CCR) profile from www.ccr.gov.3. Identify business category: large or small (if small indicate which if any of the following Federal government sub-categories apply to your firm; Veteran Owned Small Business, Service Disabled Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Small Business, 8(a) certified Small Business or Woman Owned Small Business). THE DUE DATE FOR RESPONSES TO THIS SOURCES SOUGHT IS THURSDAY, MARCH 12, 2009 AT 2:00 P.M. EST. Responses must be submitted via e-mail to: sarah.nickerson@navy.mil. The subject line of the email should state DESIGN-BUILD NOLA AIRFIELD LIGHTING. E-mails responses cannot be more than 10MB in size due to server limitations. If additional space is needed, more than one email may be sent. Responses received after the deadline or without the required information will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
