Description
The Space and Missile Systems Center (SMC), Space Based Infrared Systems (SBIRS) Wing, Los Angeles Air Force Base, California intends to award a sole source contract to the incumbent contractor, SCITOR Corporation, 2251 Corporate Park Drive Herndon, VA 20171, for the procurement of Advisory and Assistance Services (A&AS) for an additional period of nine (9) months, from 1 April through 31 December 2009. This sole-source award is intended to satisfy the Wing’s A&AS requirement until the award of an SE&I contract planned for December 2009. The future SE&I contract will be awarded using full and open competition, with a 5-year period of performance and an expected value of approximately $100M. The successful offeror will provide systems engineering, configuration management, test and evaluation, and software systems engineering analyses and recommendations related to acquiring space systems and the supporting multi-agency, networked ground-based C4. Award of the 9-month sole source contract to the incumbent will avoid adverse conditions caused by sudden loss of knowledge, disruption of critical management processes, and insufficient access to specific engineering insight for effective decision-making and program management. This sole source action will retain the Wing’s immediate access to 40+ professional advisors and access to a large number of experienced engineers with active TS/SCI clearances. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 “ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency. The Small Business Size Standard is 1,000 employees and responses from small, disadvantaged business firms are highly encouraged.
