- The Maritime Administration (MARAD) is conducting a Market Survey to identify potential sources that currently possess the expertise, capabilities and experience necessary to meet the agency's requirement for Hazardous Waste and Operations Emergency Response (HAZWOPER) Training, as defined by standards set within Title 29 of the Code of Federal Regulations 1910.120, to designated individuals involved in the daily administration, operations and maintenance of U.S. Maritime Administration (MARAD) Ready Reserve Force (RRF) vessels and/or MARAD National Defense Reserve Fleet (NDRF) sites. The HAZWOPER training shall be based on the certifying requirements of the Occupational Safety and Health Administration (OSHA). The courses must be tailored to MARAD's specific needs, i.e. the courses must be marine oil spill specific and must also satisfy the basic training requirement to ensure certification from OSHA. The contractor must be currently conducting OSHA-based HAZWOPER training and certification. The staff and instructors are expected to possess the following qualifications: a)Comprehensive knowledge of U S Coast Guard Oil Spill Regulations, Oil Spill Removal Organizations (OSRO) and Preparedness for Response Exercise Program (PREP) drill requirements b)Documented training experience in the marine oil spill field c)OSHA-based HAZWOPER trained staff personnel empowered to certify trainees d)Demonstrated comprehensive knowledge of Qualified Individual (QI) qualifications/training and the Incident Command System (ICS) and the USCG application of same. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB) and is not to be construed as a commitment by the Government. The government will not reimburse any contractor for any costs incurred as a result of participation in this survey and participation may not necessarily result in your company being able to participate in the resulting solicitation. The information provided will aid in the development of the procurement strategy for this requirement. Interested sources shall submit a capabilities statement which includes: the firm's name, address, phone number, contact name, business entity (i.e. large business, small business, 8A, hub zone, whether you hold a GSA/GWAC schedule, etc.,) and a brief description, not to exceed three (3) pages explaining how you meet this requirement. Any U.S. Company wishing to participate should notify Barbara.Gillum, Contracting Officer, located in Washington, DC by email address: Barbara.Gillum@dot.gov. All responses should be submitted electronically to Barbara.Gillum@dot.gov no later than 5:00 p.m., Thursday, March 5, 2009 with "DTMA1Q09013 OSHA HAZWOPER Training" in the subject.
