- This is a Pre-Solicitation notice for spare parts for repair of active and legacy Communications Security (COMSEC) equipment for the Director, United States Army, Communications Security Logistics Activity (USACSLA). The Director, USACSLA, is the executive officer for the Department of the Army for COMSEC equipment, and Information Security (INFOSEC). USACSLA directs the operations of the Armys COMSEC Wholesale Logistics Systems, Electronic Key Management Systems and Information Systems Security Program. Communications Security Logistics Activity (CSLA) is seeking spare parts for the following programs: " AIRTERM KY-100 and Remote Control Unit Z-AVH: Initial production, year 2001. Currently, this equipment is in production and in the fielding phase of its logistics life cycle. Spare parts sought for this program are currently available and in production. " MINTERM KY-99A: Initial production, year 1990. This equipment is out of production, in the sustaining phase of its logistics life cycle. Spare parts sought for this program are out of production. " VINSON, KY-57/KY-58/Remote Control unit Z-AHQ, auxiliary components: Z-AIJ battery box, HYP-57 Wire line adapter, and other auxiliary components, equipment is considered legacy equipment in the COMSEC arena. This equipment has been out of production for several years; initial production was in the late 1970s. This equipment is in the sustainment logistics life cycle phase. Spare parts sought for this equipment could represent production challenges. " DATA TRANSFER DEVICES (DTD), AN/CYZ-10A: Initial production was March, 1998. Equipment has been out of production and is in a re-furbishing program. Spare parts sought for this equipment are out of production. Additional spare parts include but are not limited to: Circuit card assemblies, switches, cables, knobs, gaskets, flex cables, screws, resistors, and other related components. A complete set of technical drawings by part number will be provided with the solicitation. We are considering using an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with one base year and four option years. The spare parts have Federal Supply codes of 4730, 5330, 5810, 5930, 5970, 5995, 5999, and 7025 this is not an all inclusive list but a representation of some of the FSC's. CSLA is attempting to consolidate multiple spare part contracts into a single contract vehicle. Current CSLA spare part contracts have approximately one hundred National Stock Numbers (NSN's) with average annual delivery orders totaling over $2M. The new contract will include a majority of the previous spare parts contracts NSNs plus additional NSNs identified after the September 2006 award of our most recent parts contract. The contract being sought is expected to contain up to approximately 250 total NSNs with anticipated annual delivery orders totaling less than $5M. Delivery schedule will be based on Average Monthly Demand with monthly, quarterly or yearly delivery.
