- Description
- The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source. NRL requires support under the Coronal Physics Explorer (CPEX) mission which is currently funded under a NASA Phase A, Concept Development Phase. NRL was one of six (6) missions to be selected. NRL will negotiate with Smithsonian Astrophysical Observatory (SAO), 60 Garden Street, Cambridge, MA 02138-1516, to provide support to the NRL CPEX team in preparing for and conducting a site-visit during the Spring of 2009. The resulting contract will also include five options: Option 1 consisting of a Bridge Phase and Phase B, which includes providing CPEX Ultraviolet Spectrograph (UVS) and External Occulter Assembly (EXO) preliminary designs; Option 2 for Phase C/D for a UVS and EXO critical design, build, and test with launch support; Option 3 for post-launch support; Option 4 for close-out support; and Option 5 for extended mission support. SAO was listed as the UVS and EXO provider on the NASA selected competitive procurement (Step 1 CPEX proposal from NRL) and subsequent UVS and EXO provider for the CPEX Phase A. SAO was selected as the science and engineering partner for the CPEX mission Step 1 proposal and follow-on Phase A conceptual design because they are capable of developing an ultraviolet spectrometers for use on NASA spacecraft, as demonstrated on a previous NASA mission, SOHO/UVCS. SAO is the only source that can perform this effort without either substantial duplication of cost or unacceptable delay based on their unique qualifications in terms of scientific and engineering expertise in ultraviolet spectroscopy and spaceflight missions.
