Description
This synopsis is issued for as a Request For Proposals (RFP) for purchase and installation of Integrated Commercial Intrusion Detection System II (ICIDS-II) security systems equipment at the Fort Bliss Texas Brigade Combat Team 2 (BCT2) area. The contractor shall provide all materials and labor necessary for the installation of ICIDS-II in accordance with the Scope of Work at Fort Bliss, Texas. The North American Industry Classification System (NAICS) code for this acquisition is 561621. Standard Industrial Classification is 3669. The Proposals are due by 6 March 2009, at 10:00 a.m. (MST). The anticipated date of award is 7 March 2009. The solicitation will be posted at https://acquisition.army.mil/asfi/. A Firm Fixed Price, type contract is anticipated to be the result of this solicitation. This acquisition is a 100% set-aside for small business. This solicitation will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis, not considering past performance. Technical acceptability is comprised of, but not limited to, ICIDS-II certified and factory trained, MDI approved. The Government will evaluate price proposals for all technically acceptable offerors and intends to award without discussions. Therefore, the offerors' initial responses should contain their best terms from a technical and price perspective. The Government intends to award a single contract resulting from the solicitation, to the offeror whose response conforms to the Scope of Work and is technically acceptable, and provides the lowest total price, calculated as the sum of the contract line items (CLINs). Payment is expected to be made by electronic funds transfer (EFT), and the awardee must be registered in the Central Contractor Registration (CCR) (www.ccr.gov) to receive a government contract award. Detailed information for this requirement will be contained in the solicitation.
