- The George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen, Germany, is seeking sources for experienced foreign language instructors with language proficiency equivalent to that of a native speaker for the following languages: Tuareg (Tamasheq), Pashto, Swahili, Hausa, Somali, Dari, Romanian, Farsi, Serbian-Croatian, and various Dialects to include: Sudanese, Iraqi, Egyptian, Moroccan, Syrian, Yemeni. A working knowledge of English is also required. In addition to the above languages and dialects, qualified teachers of Russian are sought who are familiar with the specialized terminology pertaining to the Treaty Verification process ("Open Skies," "Conventional Forces Europe") and who can teach consecutive interpretation techniques. Russian language proficiency must be equivalent to that of a native speaker and English language proficiency must be near native. Please be advised that no solicitation is anticipated at this time. This notice is for information and planning purposes only. This is not a Request for Quotes and does not commit the Government to issue a solicitation or award a contract, now or in the future. If the Government decides to issue a solicitation, a Request for Quotes will be available via the FedBizOpps web page at <u> http://www.fedbizopps.gov/ </u>. It will be the quoters responsibility to monitor the FedBizOpps web page for the release of any solicitation and amendments, and to download the RFQ and all attachments. To be eligible for any future contract, prospective concerns must be registered in the Department of Defense Central Contractor Registration (CCR) at <u> http://www.ccr.gov </u>. Interested parties are requested to send a short statement of interest to include full contact information, an e-mail address, and a statement of capability that demonstrates your ability and experience - where you taught and for how long - in providing language training at all proficiency levels in a university setting to multinational individuals. Interested parties are also requested to address their familiarity with German immigration and labor laws for recurring employment obligations that extend beyond a 90-day period. Specifically, language instruction contractors are not eligible for status under the Status of Forces Agreement. As a result, these contractors must apply for and be issued entry visas and work permits by German authorities. As these rules can be restrictive for non-EU citizens, all interested parties are advised to ensure that they would be eligible to obtain necessary visas and work permits. Interested parties must also understand any responsibilities they might have regarding German taxation and contribution to the social pension fund.
