- This is a 2nd Notice for SOURCES SOUGHT for W911XK-09-R-0010. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide services as part of a construction project that shall include, but not be limited to the replacement of the existing boiler plant with a new building to house three new 900 HP (30,000 pph) water tube boilers with space for a fourth future boiler and a new condensate polishing system at the VA Medical Center in Battle Creek Michigan. As part of the new boiler plant construction, connection to the existing underground steam distribution system, condensate return system, and the main water line is required. The existing campus water softener/treatment system, brine tank and the reverse osmosis water treatment system will be relocated to the new facility. The project will also involve demolition and removal of the existing boiler stack and removal of the boilers and associated equipment currently in the existing boiler plant. The North American Industrial Classification System (NAICS) code is 238220, which has a size standard of $14,000,000 in average annual receipts. The project requires knowledge of boiler plants, building construction and electrical systems. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firm's capabilities and experience on projects similar in scope and cost magnitude to this program; and any socio-economic classification(s) (e.g., 8A, Hubzone, SDVOB, small business, small disadvantaged business, etc.) as they relate to NAICS code 238220. Large businesses need not respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Do NOT send an SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit their information via email only to LRE-QUOTES@usace.army.mil and Dean.T.Liguori@usace.army.mil All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses NLT 2:00 p.m. EST, 9 March 2009. The estimated award date of the contract is August 2009. "Contract duration is 360 days and estimated cost range is between $10,000,000 and $25,000,000. Responses should include: (1)Identification and verification of the company to be certified by the Small Business Administration as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, (2)The level of performance and payment bonding capacity that the company could attain for the proposed project, (3)Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include office complexes, schools, vehicle maintenance shops, and warehouses. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project. (4)A statement of which portion of the work that will be self performed, and how it will be accomplished. Email all responses to LRE-Quotes@usace.army.mil.
