- NASA/JSC has an immediate requirement for the Aeroflex SPARC LEON3 developmentprocessor board and debug monitor in order to develop Low Impact Docking System (LIDS)software in a compatible environment.NASA/JSC intends to purchase this product directly from the manufacturer, AeroflexMicroelectronics Solutions. It is understood that Aeroflex offers the only compatibleproduct. Aeroflex is a small business.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon the above-specified date. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government. Oral communications are not acceptable in response to this notice. Communications are tobe sent to the posted e-mail address for the Contracting Officer. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
