- This is not a solicitation, but a Notice of Contract Action. The Mission and Installation Contracting Command, Eustis Branch (CCMI-RCE), intends to award a sole-source Firm-Fixed Price (FFP) contract to Buffalo Computer Graphics, Inc for Maritime Integrated Training System Radar Upgrade. This requirement is Subject to Availability of Funds. Description: (a) The contractor shall provide the Maritime Simulation Division with an upgrade to existing radar simulators. They will replace the Armys four existing PCS-100 Radar Simulators to the current simulation platform, PCS-200. The upgrade will include (2) spares packages, scenario builder and PCRadar Tutorial that will be installed in the Radar Simulator at the Maritime Simulation Division. All Class-A Army Watercraft are being upgraded with new radar and ECDIS units. This new equipment has features which are mandated by the US Coast Guard to properly and safely navigate along ocean, coastal and inland waterways. The simulator trains soldiers to properly react to all standard and emergency situations utilizing rules of the road and interpretation of radar information; (b) Material shall include new PCs, all simulation hardware, simulation software, options and labor to perform the system conversions, provide replacement spares for the PCS-200 Radar Simulator; (c) Detailed Management Plan (DMP). The Contractor shall develop a Detailed Management Plan (DMP). The DMP shall describe the method of performance and milestone schedule to complete this requirement. The Contractor shall prepare and deliver the DMP to government point of contact within 15 working days of the Post Award. The DMP shall include a recommended plan of execution for the deliverable to include a milestone schedule, Formal Letter schedule, delivery dates, and Contractor Quality Control (QC) and Quality Assurance (QA) methodologies. The contractor shall provide operator and maintenance training classes using the installed system. The contractor will deliver the Army training materials two (2) weeks prior to installation. The contractor shall provide the required personnel to complete the installation of all delivered hardware perform on-site system integration and test the completed installation. As part of this installation, the contractor shall provide the Army with a Site Acceptance Test Plan (SAT) four (4) weeks prior to the start of installation. After Army approval of the SAT Plan, the contractor shall perform the SAT with appointed Army personnel during the on-site installation effort. The contractor shall provide both student and instructor user manuals to the US Army in printed and electronic format at the time of installation. To assure proper maintenance support, the contractor shall deliver all third party hardware/software documentation. Both contractor simulation software and third party software shall be delivered to the US Army on backup CDROMs. Contractor shall provide a one-year warranty for all delivered system components. The system warranty shall guarantee either repair or replacement of defective component parts or systems. The contractor shall offer unlimited phone support during the warranty period, and software upgrades and patches.The lead TRADOC Agency for this effort is the United States Army Transportation School (USATSCH), Maritime Training Department (MTD), and Maritime Simulation Division (MSD). Under the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(2)(i), supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. The Government will review all responses, without prejudice, whether or not the Government initially determines that, another firm is fully qualified to fulfill the U.S. Army requirement.
